Youth Policy

According to statistical data, there are 23,532 young people aged 14 to 35 registered in the district, making up 29.7% of the total population.

By the end of 2024, the youth unemployment rate was recorded at 2.3%, a significant decrease compared to the same period in the previous year (2023 – 3.8%).

At the beginning of the year, the Ministry of Labor and Social Protection of the Republic of Kazakhstan provided a list of 829 young people in the NEET (Not in Education, Employment, or Training) category for Kazaly district. Address-based work was conducted to clarify the social status of these young people, reducing the number by 363 individuals.

As a result, Kazaly ranked first among districts, with the share of NEET youth decreasing to 54.59% (2023 – 61.73%). By 2025, the total number of NEET youth is projected to be 218. Efforts to further reduce the proportion of NEET youth remain a priority and are ongoing.

In 2024, 80,400 tenge was allocated from the local budget for youth development and support. This included 6,900 tenge for one project within the framework of the state social order and 74,300 tenge for operational expenses of youth resource centers across the district.

All youth-related activities in the district are coordinated by two «Youth Resource Centers», which employ 23 specialists.

In the first quarter of 2024, 70 events were held in the region with the participation of young volunteers in the direction of the implementation of the state youth policy. More than 3,000 young people participated in it.
The main direction of the organized events is to improve the well-being of young people, strengthen their creativity, and instill patriotism in them.
Also, in the case of vacant positions, graduates of higher educational institutions are being directly appointed to lower positions in the district and rural districts without competition.
In this direction, the mayor's office conducted explanatory work during the meeting with the youth of the district, posted videos and relevant billboards through social networks and on LED screens in the central areas of the settlement.
In the near future, we will continue to carry out relevant work in the direction of attracting graduates of higher educational institutions and post-higher educational programs to public service.
"Young soldier - 2024" district selection competition in military-applied sports was held among college students. Competition IZH-38 air rifle shooting competition, incomplete disassembly and assembly of AK-74 training weapon, speed shooting competition with IZH-38 air rifle, Captains' competition, AK-74 training weapon barrel loading, belt pull, team cross, military relay, competes in such stages as tug-of-war.
Since the beginning of the year, the youth festival "New Era - New Kazakhstan" was held, which included all educational institutions of our district, and as a result, 3 students won a free study grant from Kyzylorda University named after Ata Korkyt.
As of September 1 of the current year, 3,772 young people under the age of 35 were registered as jobseekers at the career center in the district. Among them, 253 are employed in permanent employment, 144 in youth experience, 19 in social work, 348 in paid social work, 18 in first job. At the same time, explanatory work on online education is constantly being carried out on the Skills.enbek.kz platform for the social network on state programs and projects aimed at supporting young people. In the direction of the implementation of the youth policy, it is planned to hold various cultural and sports events. At the same time, at least 10 events such as an acoustic party, a youth party, a youth festival "New Era - New Kazakhstan", training with youth specialists, one wave meeting, Taza Kazaly cleanliness actions, Drawing contest, loading marathon, Quest games, organization of the Young Soldier military movement, Opportunity Square and regional, republican events were replaced by the "Youth Caravan" project based on the agreement of the customer. О ходе реализации государственной молодежной политики. Согласно статистическим данным, 23% населения района (17 791) составляют молодежь. (Из них мужчины 9 475, женщины 8 316, молодежь города 763, молодежь села 17 028). Количество рабочей силы в возрасте от 15 до 28 лет составляет 35 602. Кроме того, в средних специальных учебных заведениях райцентра обучаются 1501 студенческой молодежи. Численность учащихся в возрасте от 14 до 18 лет составляет 14 тысяч 551 человек. В целях реализации государственной молодежной политики в текущем году из местного бюджета выделено 5 млн. 575 тыс. тенге. Кроме того, в целях профилактики и воспитания мелких правонарушений в общественно-культурных местах в рамках проекта с начала года проведено около 10 встреч, рейдовых работ, круглых столов. В связи с этим, при «Молодежном ресурсном центре» реализуется проект молодежного отряда «Мейірімді жастар жасағы». Проект "Мейірімді жастар жасағы" - проект, состоящий из 25 добровольцев, проводится с целью оказания помощи малоимущим, инвалидам, одиноким и ветеранам труда. На сегодняшний день молодежь района оказывает помощь около 30 жителям района.

По 7 направлениям волонтерства проводятся различные мероприятия. Данное мероприятие будет продолжено до конца года. Кроме того, ежемесячно в детском оздоровительном центре "Шапагат" проводятся различные мероприятия, направленные на повышение настроения детей с ограниченными возможностями.

С начала года с участием молодежи района было организовано более 50 мероприятий, в которых приняли участие 6 320 молодых людей. В рамках проекта «молодой советник» ежемесячно проводятся разъяснительные работы по государственным программам, способствующим занятости молодежи, с участием специалистов отрасли в местах массового скопления населения. В целях развития игры жайдарман, повышения интереса молодежи к искусству, воспитания сценической культуры работает проект «Жайдарман life".

На сегодняшний день с начала года через областной телеканал «Казахстан-Кызылорда» и местный телеканал «Серик тв» опубликованы 2 новости. Всего на социальные сайты было выпущено около 20 материалов. (qazaly.kz, syr-media.kz, Kyzylorda-News.kz, syrboyi.kz, aqmeshit-zhastary.kz, nur.kz) в социальные сети (facebook. Vk. Instagram.) Более 50 публикаций, в местных печатных изданиях опубликовано более 10 материалов. За отчетный период информировано – 50 мероприятий. Различные социальные памятки, видеоролики разрабатываются и публикуются в социальных сетях. Кроме того, в связи с чрезвычайной ситуацией, при поддержке акимата района, отдела внутренней политики и предпринимателей добровольными молодежными организациями было организовано питание 103 малообеспеченным семьям. Добровольная молодежь бесплатно скоординировала для жителей района 2000 штук маски. Кроме того, «Молодежном ресурсный центре» 24 часа работает мобильный мессенджер WhatsApp доверия.

Трудоустроено: на общественные работы – 181, Молодежная практика-31. Общее количество проведенных мероприятий за отчетный период – 160 (благотворительность – 28, агитационная работа – 18, рейдовая, насильственная деятельность-25, волонтерское направление - 44, онлайн – конкурсы-15, консультации – 13) количество охваченной молодежи-3040. В целях эффективного использования безработицы и досуга молодежи и снижения количества молодежи относящейся к категории NEET разработаны проекты «Бизнес-инкубатор» «Жас Курылысшы». С начала года через областной телеканал «Казахстан-Кызылорда» и местный телеканал «Серик тв» опубликовано 5 новостей. Всего на социальные сайты опубликовано более 36 материалов. Волонтеры бесплатно раздовали для жителей района 2000 штук маски. Во время пандемии 20 добровольцев раздали продукты для 120 малоимущих семей. Волонтеры Кумжиекского сельского округа построили 5-комнатный дом для престарелых с ограниченными возможностями. Житель города Казалинск, построил 3-х комнатный дом для одинокого отца. К этой работе привлечены 80 добровольцев. Во время раздачи бесплатных масок жителям района было вовлечено 60 молодых добровольцев и роздано 5 тысяч масок. За последнее время карантина в районную больницу было выдано 50 кислорода и 10 штук редуктора. Привлечено 20 добровольцев.

В «Молодежном ресурсном центре» 24 часа работает WhatsApp мобильный мессенджер доверия.
