- for the service "issuing an opinion on the absence or insignificance of minerals in the subsurface under the site of the upcoming development", 7 opinions were issued (Helios LLP, RNVEA SPP I LLP, Kazdorproekt Design and survey Institute LLP, Artnefstroyproekt LLP) and 3 notifications (Kazdorproekt Design and survey Institute LLP-2 and Meliorator LLP»);
- for the service "issuing a permit for the development of mineral deposits", 1 permit was issued to "Meliorator" LLP.
At the beginning of this year, control work was carried out for subsurface users who did not fulfill their contractual obligations for 2018 by visiting the subsurface user's facilities.
As a result, all previously committed violations of the contract terms were corrected by the subsoil users. Also, in accordance with the current legislation, contracts were terminated for non-fulfillment of contractual obligations with 2 subsurface users (Mynbulak Dolomit Group LLP, Bereke Ontustik LLP).
In addition, in June of this year, the final report of subsoil users for 2019 was monitored for the fulfillment of contractual obligations.
As a result of monitoring, about 40 violations of subsurface users for non-fulfillment of contractual obligations were detected and notifications were sent to eliminate violations.
Currently, work is underway to collect the necessary supporting documents of subsurface users for payments to the social sphere.
The comprehensive plan of socio-economic development of the Kyzylorda region for 2019-2022 provides for the geological study of the Shu-Sarysu, South Turgai and Syrdarya basins at the expense of the national budget for a total of 11 billion tenge.

in the field of subsurface use
The total number of subsurface users in the region is 118, of which 65 subsurface users are engaged in exploration and production of common minerals on the basis of 99 contracts.
The Department constantly analyzes and monitors oil and gas production, increases investment, and prevents job cuts.
According to preliminary data from the Department of statistics for the First quarter of 2020, the volume of oil production amounted to 1,219. 7 tons, which compared to the same period in 2019 was 82.8%, or decreased by 252.8 thousand tons. The main reason is the depletion of oil fields.
In order to discuss and resolve problematic issues in this industry, meetings are held on an ongoing basis with the region's subsoil users, in particular:
On March 12, 2020, under the chairmanship of the regional akim, with the participation of the Chairman of the Geology Committee of the Ministry of ecology, Geology and natural resources, A. A. Nadyrbayev, a meeting was held with subsoil users on the further development of the region's geological industry.
On March 15, 2020, a meeting was held under the chairmanship of Deputy Prime Minister of the Republic of Kazakhstan Tugzhanov E. L., where the regional issues on improving the oil and gas sector were discussed.
On April 29, 2020, under the chairmanship of the regional akim, a meeting was held with the heads of large companies, where the issues of the mining industry were discussed.
In the First quarter of 2019, 1 meeting of the expert Commission on subsoil use for exploration or production of common minerals of the Kyzylorda region was held, where 8 applications of subsoil users were considered, and appropriate decisions were made.
At the same time, since the beginning of this year, 7 additional agreements were signed to the contract for making changes and additions (KUAT Keramzit LLP, Kyzylorda Kurylys Kurylymdary LLP, Kutau JV LLP, Yermek & K JV LLP, Kazaly-Topyrak LLP, Kyran LLP), and 1 contract was signed (PetroKazakhstan Kumkol resources JSC – for loam exploration).

in the field of subsurface use
The total number of subsurface users in the region is 118, of which 66 subsurface users are engaged in exploration and production of common minerals on the basis of 92 contracts and 4 licenses.
As a result of 2019, 6 meetings of the expert Commission on subsurface use for exploration or production of common minerals of the Kyzylorda region were held at which 30 applications of subsurface users were considered (25 applications were satisfied, 5 were left for reconsideration).
8 meetings of the Working group were held to negotiate and discuss the draft Addendum to the subsoil use contract. As a result of the meeting, work programs for additions to contracts were agreed.
Since the beginning of 2019, 20 state services have been provided in the field of subsurface use, 9 of them through a branch of the non-profit JSC State Corporation "Government for citizens" and 11 through a web portal.
In order to develop the mineral resource potential of the region, 15 subsurface users were granted the right to use mineral resources in 2019, including 8 for exploration and 7 for production.
13 additional agreements were signed to the contracts for making changes and additions.
Since the beginning of the year, 3 licenses have been issued for the extraction of common minerals.
In addition, the Department regularly monitors the fulfillment of contractual obligations by subsurface users. According to the final report of 2018, in June of this year, notifications were sent to more than 40 subsoil users on the need to eliminate violations within the specified period for non-fulfillment of contractual obligations.
For subsurface users who have not fulfilled their contractual obligations within the terms specified in the notification, appropriate measures will be applied based on the results of visits to the subsurface user's facilities.
The Department constantly analyzes and monitors oil and gas production, increases investment, and prevents job cuts.
According to preliminary data of oil companies on the total
In 2019, the volume of oil production was 5.4 million tons, which compared to the same period in 2018 was 85.0%, or decreased by 900.0 thousand tons (12.7%). The main reason is the depletion of oil fields.
In order to discuss and resolve problematic issues in this industry, meetings are held on an ongoing basis with the subsoil users of the region,
Also, at the Government level, the issue of increasing the volume of oil exports, setting a fair price for gas and developing new fields was considered.
However, all the staging were sent to the relevant proposals in the name of the Nation, and was considered by the Security Council under the President of Kazakhstan.
As a result, activities on geological study of subsoil (geotraverse) to determine oil and gas prospective structures included in the Comprehensive plan of socio-economic development of Kyzylorda region for the years 2019-2022, which was approved by the ROK Government.
The geological survey will be conducted in 3 sedimentary basins: these are the South Turgai, Shu-Sarysu and Syrdarya basins. For these purposes, the national budget provides for the allocation of 11 billion tenge over the next 3 years.
To date, 600 million tenge has been allocated from the Republican budget for 2020 for the study of the Shu-Sarysu sedimentary basin.
Starting in 2020, one of the leading companies in the field of geological exploration of the Republic will start exploring sedimentary basins. At the moment, we are working with the Ministry of ecology, Geology and natural resources.
In addition, taking into account that the implementation of innovative methods is an actual solution for increasing oil recovery, the regional akimat, together with oil companies, approved a roadmap for the development of the oil and gas industry, which provides for the introduction of new technologies for the production of hard-to-recover and fixed oil.
Also, as part of the roadmap, it was drilled
64 oil and 3 gas wells up to 3,500 meters deep.
On August 28, this year, the regional music and drama theater named After N. bekezhanov held a solemn event dedicated to the 120th anniversary of Kazakhstan's oil. The event was attended by representatives of local Executive bodies, the Ministry of energy, JSC NC KazMunayGas, and veterans of the oil and gas industry.
Within the framework of the event, the Ministry of energy of the Republic of Kazakhstan "Kazakhstan munayyn 120 zhyl" awarded departmental and anniversary medals to leading specialists and veterans of the oil and gas industry.
