Within the framework of the program, 125 projects totaling 10.7 billion tenge have been approved in the region, applications for 8 projects with a total value of 2.3 billion tenge are being considered by financial institutions, documents are being collected for the remaining 40 (2.0 billion tenge) projects.
The second direction of the program "Economy of simple things" is the development of the share of local content.
In this regard, starting in 2019, the Department of Industrial and Innovative Development of the region conducts monthly monitoring of the share of local content in public procurement, which is then sent to the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan and the National Chamber of Entrepreneurs "Atameken.
According to the results of 6 months of 2022, the share of local content in public procurement of light industry goods was 49% (KPI - 48.6%), furniture - 99% (KPI - 63.3%), food - 89% (KPI - 48%), chemical - 58% (KPI – 36.2%), pharmaceutical -52% (KPI - 32.3%), pulp and paper – 59% (KPI – 53.7%), mechanical engineering - 24% (KPI – 19.1%), construction industry - 74% (KPI - 69.8

According to the results of 3 months of this year, the amount of purchased goods, works and services by subsoil user companies amounted to 28.3 billion tenge, including the share of local content amounted to 86%
Industry
According to the results of 3 months of this year, the volume of industrial production amounted to 224.3 billion tenge, a decrease of 4.2% (NCI – 95.8%).
The main reason for the decline is the planned reduction in oil production (for 3 months of 2022 - a reduction of 82 thousand tons, the plan for 2022 -a reduction of 700 thousand tons).

Information about the work done on the development of industry and local content
(based on the results of 3 months of 2021)
According to the results of 3 months of 2021, the index of the physical volume of industry amounted to 98.3%, in monetary terms 102.5 billion tenge, which is 1.7% lower than last year (for January-February 2020-101.5 billion tenge).
The main reason for the decline is the planned reduction in oil production due to depletion and waterlogging of the fields.
In January-February of this year, 734.2 thousand tons of oil were produced, which compared to the same period in 2020 amounted to 92.0%, or decreased by 69.8 thousand tons.
In addition, in January-February of this year, the manufacturing industry produced products in the amount of 24.1 billion tenge, compared to the same period last year, the growth was 9.1% (in January-February 2020 – 22.4 billion tenge).
In particular, there was an increase in the following manufacturing industries: production of other non-metallic mineral products by 2.2 times, production of furniture products by 31.4%, light industry by 6.0%, food production by 3.2%.
In order to stimulate the competitiveness of the manufacturing industry, the state program "Economy of Simple Things"has been implemented since 2019.
Within the framework of the program, as of April 1 this year, 177 projects totaling 17.6 billion tenge were covered in the work of the Project Office.
To date, 119 projects have been approved in the region for a total amount of 8.8 billion tenge, applications for 21 projects with a total value of 6.7 billion tenge are considered by financial institutions.
The second direction of the program "Economy of simple things" is the development of the share of local content.
In this regard, in 2019, in order to support domestic producers and increase the share of local content, the order of the Akim of the region (order on amendments No. 83-o of 06.08.20) established a working commission for the control of local content, as well as approved the Rules of Work of the Commission for the Control of Local content. The Commission meets on a monthly basis.
In the 1st quarter of 2021, 4 meetings of the Commission for the Control of Local Content were held.
In addition, starting from 2019, the Department of Industrial and Innovative development of the region conducts monthly monitoring of the share of local content in public procurement, which is then sent to the Project Office (MIIR RK, RCE "Atameken").
According to the results of the 1st quarter of 2021, the share of local content in public procurement of light industry goods was 44% (KPI - 64.6%), furniture-90% (KPI-63.3%), food-65% (KPI not approved), chemical-43% (KPI-27.1%), pharmaceutical-60% (KPI not approved), pulp and paper-27% (KPI not approved), mechanical engineering-22%
(KPI-19.1%), construction industry-70% (KPI-69.8%).
Reference:
In January-March of this year, goods were purchased in the light industry in the amount of 61.6 million tenge, the share of local content was 44% (KPI-64.6%). The reason for not achieving the target indicator is the purchase of sportswear abroad (shoes and overalls for wrestling, boxing, a vest for stand shooting, a windproof suit, a kimono).
The share of local content in the procurement of goods in construction and installation works was 92%.
At the same time, the formed plan of goods purchased in 2021 for construction and installation works (54 projects) is sent to the Project Office, as well as on the Unified Portal (epsd.kz) posted summary statements of the requirements of basic materials, products, structures and equipment for the design and estimate documentation of projects.
It should be noted that according to the order of the Minister of Industry and Infrastructure Development, an audit was carried out in February 2021 to assess the effectiveness of measures to develop local content in the activities of local executive bodies for the period 2019-2020.. According to the results of the inspection of the Kyzylorda region, the rating was given: good.
In addition, to support local producers, on April 6, 2018, the akimat of the region signed a long-term agreement with the subsoil users of the region on mutual understanding to set target indicators for local content for 2018-2021, and the necessary work is underway.
For reference:
Within the framework of this Agreement, local content targets are set in the amount of at least 20% of the local content for the purchase of goods, at least 50% for the purchase of works and services.
As a result, according to the results of 9 months of 2020, the amount of goods, works and services purchased by the subsurface user companies amounted to 81.4 billion tenge, including the share of local content was 76.5%.
Also, in order to support local producers and develop cooperation, a list of goods (more than 500 types) produced by producers (about 180) of the Kyzylorda region has been formed, which is then sent to other regions and the Ministry of Foreign Affairs of the Republic of Kazakhstan.
