In the Department of Energy and Housing and Communal Services of the Kyzylorda region (hereinafter referred to as the Department) for the fight against corruption, the following work has been done.
On the basis of the Decree of the President of the Republic of Kazakhstan dated December 26, 2014 No. 986 "On the Anti-Corruption Strategy of the Republic of Kazakhstan for 2015-2025", by the order of the head of the department, an action plan for 2020 was approved to prevent and combat corruption.
In accordance with the approved plan, the Department conducts trainings to clarify the norms of the legislation of the Republic of Kazakhstan in the field of combating corruption, ethical standards of civil servants, etc.
In accordance with the Standard Rules for the Internal Analysis of Corruption Risks, approved by the order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service and Anti-Corruption Affairs dated October 19, 2016 No. 12, the department conducts internal analyzes of corruption risks. So, on the basis of the order of the head of the department dated July 22, 2020 No. 82-OD, work was carried out on the internal analysis of corruption risks in the activities of the Water Supply and Sanitation Department, including the analysis of corruption risks for the allocated funds for the "Development of Regions - 2020" program.
According to the requirements of the Law of the Republic of Kazakhstan dated January 12, 2007 N 221 "On the Procedure for Considering Applications of Individuals and Legal Entities", by order of the head of the department, a schedule for admitting individuals and legal entities was approved, this schedule was published in the newspapers "Syr Boyi" and "Kyzylordinskiye Vesti".
In order to prevent corruption and various offenses, each civil servant from the date of joining the civil service is explained their rights and obligations, the anti-corruption restrictions they assume, the requirements of the Law of the Republic of Kazakhstan "On Combating Corruption". To limit the contacts of the department employees with strangers, a checkpoint system for visitors has been installed, security measures have been strengthened. Also, within the established timeframe, the employees of the department submitted declarations of annual income and property to the tax authorities.
In order to comply with the legislation in the field of combating corruption, as well as in order to increase the responsibility of employees, it is strictly instructed to comply with the requirements of the legislation by the employees of the department and all institutions subordinate to the department. In addition, the heads of structural divisions were additionally warned about their direct responsibility for the commission of corruption offenses by employees.
When appointing civil servants, information on the presence or absence of penalties for corruption offenses is requested from the bodies of legal statistics and special registration.
On the ground floor of the building "House of Regional Institutions" there is a schedule for receiving citizens and on the fourth floor there is a box for receiving applications.
During the reporting period, none of the employees of the department was brought to justice for corruption offenses. In conclusion, on the part of the department, the fight against corruption will be constantly under control, the work will be carried out according to the plan of the event.
