Report on the state services rendered in the local executive bodies of the Aral region in 2020

Currently, 117 public services are provided in the district through state bodies. Including, through 7 independent departments of the akimat of the district, a total of 27,257 services were rendered (for 12 months of 2019 – 58,834). This year, it is 2 times less, since more services are excluded from the list.

Including: 9,348 services were provided through the state body (35,689 in 12 months of 2019), 3,423 services were provided through the state corporation (7,846 in 12 months of 2019), 14,486 services were provided through the e – government portal (15,299 in 12 months of 2019).

Compared to last year, this year the share of services rendered through state bodies has decreased from 61% to 35%, through the state corporation - from 12.8% to 12%. And the services provided through the e-government portal, on the contrary, increased from 26% to 53%.

According to the Open space mode "Service Akimat", the Aral district came out on the 1st place with the division of districts.

However, according to these works, there are still shortcomings.

The Department of the Agency for Civil Service Affairs in the Kyzylorda Region for 12 months of 2020 analyzed violations as a result of control measures taken to comply with legislation in the field of public services.

In total, 47 control measures were carried out in local executive bodies and territorial divisions of central executive bodies (preventive control - 14, unscheduled inspections - 33), as a result of which 222 violations were revealed.

In this regard, an administrative protocol was drawn up and a fine was imposed on the acting head of the district department of Land Relations N. Darmenkulov for the offense provided for in part 2 of Article 465 of the Code of the Republic of Kazakhstan on Administrative Offenses (unjustified refusal to issue a permit document).

In addition, through the state corporation (PSC)on October 13, 2020, for the state service "acquisition of rights to land plots that are in state ownership, which does not require bidding (contests, auctions)", Kayynbayev Aibek Akylzhanovich and Alimusaev Dospay Dosymovich submitted documents to the Office of the akim of the village of Saksaulsk with applications No. 002199519845, No. 002199521412.

In this regard, the office of the akim of the village of Saksaulsk, in accordance with the requirements of the approved standard, sent these applications to the district department of land relations for submission to the commission and it was necessary to respond to the recipient of the state service within 23 (twenty-three) working days, that is, on November 13.

As a result of such negligence, violations occurred in the provision of this public service. The mayor of the village of Saksaulsk S. Toreshov, who committed violations in the provision of public services, was imposed a disciplinary penalty in the form of a reprimand.

In addition, on December 22, 2020, R. Aliyev, a leading specialist of the office of the akim of the village of Saksaulsk, who showed negligence in providing public services, was dismissed at his own request.

Service akimat: In the employment center of the Akimat of the Aral district located in the building of the district department of employment, social programs and civil registration, the opportunity to receive public services was provided and since September of this year, the "Service Akimat" Open space has started working in the mode of "Service Akimat". In order to provide services in the KSU "Employment Center of the population of the Akimat of the Aral district" in 2020, major repairs were carried out.

The employment center is equipped with a waiting room and an adjustment room, self-service corners and an electronic queue system. In the regulatory hall, 7 specialists provide 11 types of services.

Self-service corners: Self-service corners are open in the offices of the akim of 2 villages, 21 rural districts of the district, the district house of culture and the central district library, the district youth resource center and 45 schools, conditions for receiving services through the electronic portal "e-gov"are created. In October 2020, akims of all settlements and rural districts were allocated 475 thousand tenge from the local budget to purchase a card reader for smart cards and a webcam for self-service corners, after which the corresponding devices were purchased in 19 rural districts.

It was planned to provide 16 settlements (Zhinishkekum, Akkulak, Zhanakurylys, Tokabay, Abay, Yerimbetzhaga, Kulandy, Zhanakonys, Kosaman, Akespe, Akbasty, Zhalanash, Shomishkol, Sazdy, Sapak, Akbay) with 3G/4G wireless technologies (mobile Internet) and mobile cellular communication services through Kcell, Tele2 and Beeline operators. To date, Beeline and Kcell operators have been connected in 13 localities, and there is access to the mobile Internet. Currently, installation work is being carried out by operators in the other three settlements (Sapak, Akkulak, Shomishkol) (repair work is still being carried out for technical defects).

In this regard, the mayors of the rural districts of Zhinishkekum, Akkulak, Zhanakurylys, Tokabay, Abay, Yerimbetzhaga, Kulandy, Zhanakonys, Kosaman, Akespe, Akbasty, Zhalanash, Shomishkol, Sazdy, Sapak, Akbay need to regularly conduct explanatory work with the population using the "e-gov mobile"application.

In addition, a work plan was approved for the above-mentioned rural districts together with employees of the district akim's office and specialists of the Population Service Center.

Since March 2021, explanatory work with the population will be carried out in these rural districts using the "e-gov mobile" application.

It should be noted that for the use of digital documents in the work of state bodies, when providing public services, citizens need an identity card, a driver's license, a birth certificate, a marriage certificate, a certificate of changing the name, surname, patronymic, a certificate of divorce, an electronic technical passport, the results of PCR testing, a student ID, a diploma of education. , in the absence of the originals of these documents within the spheres of life where the presentation of an identity card and a pensioner's certificate is required, it is possible to use digital documents in the e-gov mobile application (hereinafter referred to as the application).
