To prepare land management projects for the purpose of putting agricultural land plots up for tender, 4,738.0 thousand tenge was allocated from the district budget for the department, 50 land plots are planned to be accepted in the district in 2022, 24,332 thousand hectares of agricultural land plots are planned to be put into circulation.
Since the beginning of the year, 12 meetings of the district land commission have been held, a total of 127 appeals and letters from legal entities and individuals who applied for the seizure of land have been considered, of which: 89 appeals received positive conclusions, 38 refusals to satisfy citizens' appeals for various reasons.210 appeals were registered.

In 2022, a competition was held, 20 land plots from the lands of the Aral region were transferred to individuals and legal entities.

In 2021, 128 land plots were sold by auction. The district budget received - 38 028 442.0 tenge.

Through the department for the provision of land plots in 2021, 4,490 thousand tenge was allocated from the district budget for the preparation of land management projects for the purpose of putting agricultural land plots up for tender.In September, the department conducted a state purchase and sale, according to the results of which the winner was determined. For this purpose, the department carried out the relevant work and approved by the decree of the Akimat of the Aral region No. 87 of July 29, 2020, the list of 40 land plots put up for tender with a total area of 15703.0 hectares. In January 2021, the competition was held, and 40 land plots from the lands of the Aral district were transferred to individuals and legal entities. In addition, 56 land plots with an area of 27,383 hectares and an area of 21,863 hectares were put up for tender, which were transferred to individuals and legal entities by the decree of the Akimat of the Aral District No. 44 of February 23, 2021.

For three months, 5 meetings of the district land commission were held, 151 appeals and letters of individuals and legal entities who applied for a land plot were considered, of which: 125 appeals received positive conclusions, 26 appeals of citizens were refused for various reasons. From the number of citizens who received a positive conclusion, since 2007, 36 citizens who are on a special account have been granted land plots. Through the department for the provision of land plots in 2020, 4,490 thousand tenge was allocated from the district budget for the preparation of land management projects for the purpose of putting up agricultural land plots for competition, in September, the department conducted public procurement, according to the results of which the winner was determined. Earlier, the department carried out the relevant work and approved by the resolution of the Akimat of the Aral region No. 87-k dated July 29, 2020, the list of 40 land plots to be put up for competition with a total area of 15703.0 hectares. In January 2021, the competition was held, and 40 land plots from the lands of the Aral region will be transferred to individuals and legal entities. In addition, in order to put up for tender 56 land plots with an area of 27,383 hectares, public procurement was carried out, contractors were identified for the preparation of the land management project, and work is underway to prepare the project.

During the year, 34 meetings of the district land commission were held, 769 appeals and letters of individuals and legal entities were considered, of which: 668 appeals received positive conclusions, 81 refused to satisfy citizens ' appeals for various reasons. From the number of citizens who received a positive conclusion, since 2006-2007, land plots have been granted to 344 citizens who are on a special account. This work will continue in the order of priority of requests.

The department plans to perform the following works in 2021:

1. bidding (auction) for the provision of land plots for business purposes;

2. holding a land competition for the development of agriculture;

3. carrying out, together with the akimats of cities, towns and rural districts, an inventory of works to fulfill the terms of use of land plots transferred to the right of temporary paid land use for individual housing construction;

4. in accordance with the instruction of the Head of State to continue working on the use of agricultural land for their own purposes;

INFORMATION ABOUT THE WORK DONE BY THE ARAL DISTRICT DEPARTMENT OF LAND RELATIONS FOR 12 MONTHS OF 2019

In the Aral district Department of land Relations for 12 months of 2019, certain work was carried out. For various reasons, 39 citizens ' appeals were refused.

Currently,for the purposes of entrepreneurship, land plots with a total area of 81,276 hectares were sold through auctions (auction), for the right to lease for a total amount of 26,645,923 tenge.

In the Aral region, the lease agreements for 2 land plots with a total area of 1,580 hectares were unilaterally terminated, in compliance with the requirements specified in the lease agreements for agricultural land.

Public services-since the beginning of the year, the department has been providing public services provided through the Aral district Department of the branch of the non-profit joint-stock Company "State Corporation" Government for Citizens " in the Kyzylorda region or mainly through the e-government portal. 338 public services were provided on the electronic portals "E-license" and "AIS PSC". In 2020, a competition was held, 29 land plots from the lands of the Aral region were transferred to individuals and legal entities. In addition, in order to put up for tender 40 land plots with an area of 15703 hectares, public procurement was carried out, contractors were identified for the preparation of the land management project, and work is underway to prepare the project.

During the year, there were 17 meetings of the district land commission, a total of 513 appeals and letters of individuals and legal entities who applied for Land were considered, including: 422 appeals received positive conclusions, 91 refusals to satisfy citizens ' appeals for various reasons. From the number of citizens who received a positive opinion, since 2006-2007, the original land plot was transferred to 270 citizens taken on special registration. These works will continue in the order of priority of requests.

According to the Roadmap for establishing the boundaries of settlements for 2017-2019, the borders of 26 rural settlements of the Aral region are subject to re-approval, the re-establishment of the borders of the remaining 31 settlements (sidings and branches) is not required due to the low development potential.

In 2018, 2 million tenge was allocated from the local budget to determine (change) the borders of 5 settlements (Aralkum, Shomish, Kamystybas, Amanotkel, Karateren), as a result of public procurement, a contractor was identified. In September-November, additional public procurement was carried out and appropriate work is being carried out to change the borders of 6 localities (Koszhar, Khan, Bogen, Shizhaga, Sazdy, Karakum).

At the next XXXX session of the Aral district Maslikhat on March 7, 2019, 5 million tenge was allocated from the local budget to expand the borders of 14 settlements of the Aral district (Kyzylzhar, Shomishkol, Bekbaul, Kumbazar, Akbay, Tokabay, sapak, Zhanakurylys, Zhalanash, Karashalan, Akbasty, Kosaman and the villages of Saksaul, Zhaksykylysh).

In this regard, currently "geostroy LTD" LLP has developed and fully completed land management projects for these settlements.

In accordance with paragraph 5 of Article 108 of the Land Code of the Republic of Kazakhstan, "the boundaries (lines) of settlements and villages are established and changed by a joint decision of district (city) representative and executive bodies".

On the basis of the above questions, the akims of rural districts were instructed to approve the borders of these settlements by a joint decision of the district akimat and the district maslikhat.

The Department plans to carry out the following works in 2020::

1. bidding (auction) for the provision of land plots for the development of entrepreneurial activity;

2. holding a competition for land for the development of agriculture;

3. together with the akimats of the city, village and rural districts, conduct an inventory of works on the fulfillment of the terms of use of land plots granted on the right of temporary paid land use for individual housing construction;

4. in accordance with the instruction of the Head of State to continue working on the use of agricultural land for personal purposes;

Of course, these works will continue in the order of priority of requests.

For 6 months of 2020, 11 780.0 tenge is provided, 11 663.0 (99%) is disbursed, 117.0 is not disbursed.
