Aral Regional Public Council on the work done

About the work done by the Public Council of the Aral region for the second quarter of 2022

In accordance with the Law of the Republic of Kazakhstan dated November 2, 2015 "On Public Councils, the decision of the district Maslikhat dated March 4, 2022 No. 214 "On approval of the composition of the Public Council of the Aral district" approved the composition of the district Public Council. The composition of the district Public Council consists of 15 people (chairman, secretary and members of the council).
The Chairman of the district Public Council approved the work plan (22 events during the year). In August, a field training seminar was held on the topic of improving the effectiveness of the activities and the role of members of the Public Council in society. In September, according to the approved plan , the following issues were considered
"On the quality of public services provided by the office of the akim of the city of Aralsk" and On the preparations for the winter season of socially significant objects of the district, the work done and upcoming tasks.
Members of the Public Council held meetings to discuss the Message of the Head of State Kassym-Jomart Tokayev to the people of Kazakhstan.
In addition, 6 draft regulatory resolutions and decisions of the akimat of the district, the akim of the district and the district maslikhat were considered, approvals were given for 6 projects.
To date, 4 articles on the activities of the Council have been published through the mass media.

About the work done by the Public Council of the Aral region for the second quarter of 2022

In accordance with the Law of the Republic of Kazakhstan dated November 2, 2015 " On Public Councils ", the decisions of the district Maslikhat No. 214 dated March 4, 2022 " On approval of the composition of the Public Council of the Aral district " approved the composition of the district Public Council. The composition of the district Public Council is formed of 15 people (chairman, secretary and members).
The Chairman of the district Public Council approved a work plan (in the amount of 22 events per year). 4 meetings were held according to the approved plan and 2 meetings outside the plan. According to the approved plan, a meeting was held in April on the issue of waste in religious customs and traditions. About the district budget for 2022-2024 in May, a meeting was held on the quality of services and the progress of state programs in the framework of entrepreneurship development in the district. Also in May, an unscheduled meeting of the akim of the district with members of the district Public Council took place.
In June, a meeting was held with the district department of Employment, social programs and civil registration on the quality of public services, as well as an unscheduled meeting on the regulation of working hours of restaurants in the district.
In addition, 3 draft regulatory resolutions and decisions of the akimat of the district, akim of the district and the district maslikhat were considered, according to these 3 projects, approvals were given.
To date, 4 articles on the activities of the Council have been published through the mass media.

About the work done by the Public Council of the Aral region for the first quarter of 2022

In accordance with the Law of the Republic of Kazakhstan dated November 2, 2015 " On Public Councils ", the decisions of the district Maslikhat dated March 4, 2022 No. 214 " On approval of the composition of the Public Council of the Aral district " approved the composition of the district Public Council. According to the approved plan, meetings were held on the work done in 2021 and the long-term tasks of the Department of Housing and Communal Services, passenger Transport and highways of the Aral region.

About the work done by the Public Council of the Aral region for the IV quarter of 2021

In accordance with the Law of the Republic of Kazakhstan dated November 2, 2015 " On Public Councils ", the decisions of the district Maslikhat dated February 18, 2018 No. 222, 223 "On approval of the composition and regulations of the Public Council of the Aral district " approved the composition and regulations of the District Public Council. The composition of the district Public Council consists of 14 people (chairman, secretary and members).

The Chairman of the district Public Council approved a work plan for January 2021 (in the amount of 12 events per year). The council consisted of 3 civil servants, 2 deputies of the regional and 4 district maslikhats, 1 education worker, 1 naib imam of the central district mosque, 2 pensioners.

According to the approved plan, 3 meetings were held (on the report of the akim and the execution of the district budget) and 2 unscheduled meetings (on the issue of the Aral Soda plant, on the issue of drought).

In addition, the Public Council considered 19 draft resolutions and decisions of the district akimat and the district maslikhat, and approvals were given for 19 projects.

About the work done by the Public Council of the Aral district for the III quarter of 2021

According to the approved plan, 2 meetings were held (on the report of the akim and the execution of the district budget) and 2 unscheduled meetings (on the issue of the Aral Soda plant, on the issue of drought).

In accordance with the Law of the Republic of Kazakhstan "On Public Councils", the reporting of Akims of administrative-territorial units to public councils is provided.

In this regard, Akim of the district M. Orazbayev reported to the Public Council "On the results of socio-economic development of the Aral region for 2020 and tasks for the future."

Speaking at the meeting, the akim of the district told about the work done and projects implemented over the past year in the region, and also shared the upcoming tasks.

Then the participants of the council meeting asked their questions to representatives of the executive power.

During the meeting in a free format, residents expressed their suggestions on topical issues. The participants of the meeting proposed such issues as the construction of a suspension bridge across the Aralsk, cattle theft, roads to the streets of the city, lighting, construction of a sports ground, landscaping.

In addition, 12 draft resolutions and decisions of the district akimat and the district maslikhat were considered at the Public Council, and approvals were given for 12 projects.

About the work done by the public council of the Aral district for the second quarter of 2021

In accordance with the Law of the Republic of Kazakhstan dated November 2, 2015 "On household councils", the decisions of the district Maslikhat dated February 18, 2018 No. 222, 223 "On approval of the composition and regulations of the Public Council of the Aral district" approved the composition and regulations of the district Public Council /chairman, secretary and other members-a total of 14 people/

Chairman of the District Public Council (hereinafter-the Council) the work plan for January 2021 was approved /in the amount of 12 events per year/

According to the approved plan, 3 meetings and 1 unscheduled meeting were held.

2 times a year, at a meeting of the Council on Ensuring the Rule of Law and observance of the rights and freedoms of a citizen of the mpr of a person, the information of the head of the local law enforcement agency is heard.

In addition, 7 draft regulatory and legal resolutions and decisions of the akimat of the district, the akim of the district and the district maslikhat were considered, approvals were given for 7 projects.

To date, 2 articles and 1 interview about the activities of the Council have been published through the mass media.

The working body of the Council is the District Department of Internal Policy.

In addition, currently, in accordance with the Law of the Republic of Kazakhstan dated January 3, 2021 "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the activities of public councils", organizational support for the activities of the Council has been transferred to district maslikhats. Currently, the district maslikhat is working on the preparation of documents related to the activities of the Council.

On the work done by the Public Council of the Aral district for the first quarter of 2021

In accordance with the Law of the Republic of Kazakhstan "On Public Councils", the reporting of akims of administrative-territorial units to public councils is provided.

In this regard, today the district akim M. Orazbayev reported to the Public Council "On the results of the socio-economic development of the Aral region for 2020 and the upcoming tasks". The council meeting was held in strict compliance with sanitary requirements. The meeting was led by the chairman of the district Public Council A. Zholanov.

In general, public councils are a consultative and advisory body created to improve the efficiency and transparency of the activities of state bodies, the trust of citizens in state bodies, and to ensure the relationship between society and the state.

The main feature of today's meeting was that the council meeting was attended by veterans of the district, veterans who participated in the elimination of the consequences of the Semey landfill and the Afghan war, as well as media representatives and social media activists.

Speaking at the meeting, the mayor of the district spoke about the work done and projects implemented over the past year in the region, as well as shared the upcoming tasks.

Then the participants of the council meeting asked their questions to the representatives of the executive power.

During the meeting, residents expressed their suggestions and opinions on topical issues in a free format.The participants of the meeting proposed such issues as the construction of a suspension bridge across the Aralsk, cattle theft, construction of roads on the streets of the city, lighting, construction of a sports ground, landscaping.

The mayor of the district elaborated on each of the questions raised at the meeting of the council and gave appropriate answers. All the voiced requirements will be taken into account and resolved in stages.

Aral Regional Public Council on the work done

On February 25, 2019, the first meeting of the district public council was held, at which the issue of electing the chairman, secretary and presidium of the district public council was considered. As a result of the meeting, the composition of the Public Council was formed by a protocol decision of the Public Council of district No. 1.

In general, public councils are created to increase the efficiency and transparency of state bodies and implement civil initiatives aimed at protecting public interests, as well as increasing public confidence in state bodies, ensuring interaction between society and the state, and preventing and resolving social conflicts. It is new in the practice of civil society as an advisory body for expressing its views on socially significant issues.

At the same time, it should be noted that the work of the public council in our district is very active. Last year, the Public Council, which unites people and authorities, raised topical issues and began working to restore the national values inherited from our ancestors. Accordingly, the work plan of the Public Council of the district for 2020 was approved, and in accordance with the plan and unscheduled in the 1st quarter of this year, 3 meetings were held.

At Council meetings was discussed the report of the akim of the Aral region in front of the Public Council of the area, allocation of land plots for residential construction and execution of the budget of the Aral region for the year 2019.

In accordance with the Law of the Republic of Kazakhstan "On Public Councils", akims of administrative-territorial units and the secretary of maslikhats are required to report to Public Councils.

This is done in order to implement the initiative of President Nursultan Nazarbayev to form a state accountable to the people in accordance with the instructions set out in the National Plan of 100 Concrete Steps.

In this regard, on January 30 of this year, a meeting of the Council was held to hear the report of the district akim M. Orazbayev, secretary of the maslikhat D. Madinov to the Public Council.

Akim of the district Orazbayev Mukhtar Auezovich spoke on the first issue of the agenda and reported on the work done during the reporting period and the upcoming tasks.

On the second issue of the meeting, the report of the secretary of the district maslikhat Madinov Daurenbek Zholdasovich on the work of the Aral district Maslikhat in 2019 was heard.

According to the results of the meeting, the work of the district akim Orazbayev Mukhtar Auezovich, the secretary of the district maslikhat Madinov Daurenbek Zholdasovich was positively evaluated by the members of the Public Council.

On December 11 of this year, the district public Council held a regular meeting. Together with the members of the district Public Council, the meeting was attended by the heads of some state institutions of the district. The agenda issues were made by the head of akim of the Aral region N. Bogaev and head of Aral district Department of education S. Zhanazarova. Council members discussed the issues arising in the course of providing public services in the district, their solutions and improve the quality of services and status of educational institutions in online mode and safety of students in educational institutions, and also reviewed the progress of work in this direction.

In addition, new Council members were elected to replace the two retired members of the district Public Council. The new composition of the council was approved by the decision of the Aral district Maslikhat.

At the public council, 20 draft resolutions and decisions of the district akimat and district maslikhat were considered and approved for 20 projects such as "On approval of the state educational order for preschool education and training, the amount of parental fees for 2020", "On Changing the borders (lines) of the settlements of Kyzylzhar, Shomishkol, Rayymsky rural district of the Aral region", "On establishing a quota of jobs for disabled people", "On Approving the Rules for providing Social assistance, setting the size and determining the list of certain categories of citizens in need», On amendments to the decision of the Aral District Maslikhat dated December 19, 2019 No. 289 "On the district budget for 2020-2022", "On approval of the pasture management and use plan for 2020-2021", " On invalidation of the resolution of the Aral District Akimat dated June 01, 2018 No. 333-k "On approval of the zoning coefficient taking into account the location of the tax object in the Aral district», "On amendments to the decision of akimat of Aral region from September 2, 2016 No. 156-K.
