Certificate of work done by the public procurement Department of the district for 12 months of 2021
In accordance with the Law of the Republic of Kazakhstan "On Public Procurement" and paragraph 26 of the "Rules for Public Procurement", approved by Order No. 648 of the Minister of Finance of the Republic of Kazakhstan dated December 11, 2015, the public procurement department of the Aral district is defined as a single organizer at the district level.
In accordance with this, for 12 months of 2021, the Department of Public Procurement as an organizer and a single organizer announced 140 public purchases (goods, works, services) in the amount of 1.3 billion tenge. Of these, 2 auctions in the amount of 4.8 million tenge, 77 tenders in the amount of 842.6 million tenge, 7 state social orders in the amount of 24.9 million tenge, 39 housing purchases in the amount of 432.6 million tenge and 15 tenders for the selection of preliminary qualification requirements in the amount of 14.5 million tenge. tenge funds were allocated and work on public procurement was organized.
As a result of these purchases, 50.1 million tenge was saved from the district budget, 67.8 million tenge from the republican budget.
In addition, in February 2021, a training seminar was held, organized by specialists of the department in order to explain the changes that occurred in the field of public procurement at the beginning of the year. In addition to amendments to the law, additional explanatory work was carried out on the public procurement web portal within the framework of the event.
And also, on March 31, 2021, a seminar in the field of public procurement on the topic "a number of issues in public procurement" was held under the chairmanship of the deputy akim of the district E. Talekenov.
During this event, the head of the Public Procurement Department of the district A. Bayzakhov made a report, who focused on the changes in the current legislation of public procurement since the beginning of the year, as well as on the shortcomings and violations that took place at the end of last year and the work of the department done during this time. During the seminar, experts asked a number of questions, to which exhaustive answers were given.
Also, in all institutions subordinate to the akimat of the district, monitoring of public procurement (open tender, price offer, direct conclusion of contracts) is carried out on an ongoing basis, practical assistance is provided.
In order to prevent violations of the law in the implementation of public procurement (development and approval of the annual plan, announcement of public procurement, conclusion of contracts, etc.), explanatory work will continue in the future.

In accordance with the Law of the Republic of Kazakhstan "On Public Procurement" and paragraph 26 of the "Rules for Public Procurement", approved by Order No. 648 of the Minister of Finance of the Republic of Kazakhstan dated December 11, 2015, the public procurement department of the Aral district is defined as a single organizer at the district level.
In accordance with this, for 9 months of 2021, the Department of Public Procurement as an organizer and a single organizer announced 130 public purchases (goods, works, services) in the amount of 1.3 billion tenge. Of these, 2 auctions in the amount of 4.8 million tenge, 75 tenders in the amount of 819.9 million tenge, 7 state social orders in the amount of 24.9 million tenge, 35 housing purchases in the amount of 389.5 million tenge and 11 tenders for the selection of preliminary qualification requirements in the amount of 24.9 million tenge, funds were allocated and work on public procurement was organized.
As a result of these purchases, 47.6 million tenge was saved from the district budget, 61.3 million tenge from the republican budget.
Currently, in accordance with the announced public procurement, procedures are being carried out for reviewing suppliers' applications for submitted documents and concluding contracts.
In addition, in February 2021, a training seminar was held, organized by specialists of the department in order to explain the changes that occurred in the field of public procurement at the beginning of the year. In accordance with the Law of the Republic of Kazakhstan "On Public Procurement" and paragraph 26 of the "Rules for Public Procurement" approved by Order No. 648 of the Minister of Finance of the Republic of Kazakhstan dated December 11, 2015, the Aral District Department of Public Procurement is defined as a single organizer at the district level.
Thus, by the fourth quarter of 2020, we will be working with the public procurement department (as an organizer and a single organizer)165government purchases (goods, works, services) were publishedin the amount of 2.9 billion tenge. Of these, 56 auctions in the amount of 271.5 million tenge,
37 contests in the amount of 373 million tenge, 8 contests with preliminary qualification in the amount of 86.7 million tenge, 56 contests with the use of a special procedure in the amount of 2.2 billion tenge,
7 of the state social order for the sum of 23.1 million tenge and 1 purchase of housing in the amount of 9.8 million tenge. Of all the announced public procurement, the savings of budget funds amounted to: from the republican budget - 98 million tenge, from the regional budget - 8.7 million tenge, from the local budget - 71.9 million tenge.
Currently, the announced public procurement procedures are carried out for reviewing suppliers' applications according to the submitted documents and concluding a contract.
In addition, on November 26, 2019, the Public procurement department presented and approved the draft "On preparatory work for the implementation of the pilot project "centralized public procurement" at a meeting of the regional project office.
In accordance with this, in order to clarify the pilot project "Centralized public procurement", one seminar was held on February 6-7 of this year with the participation of an expert of the interregional center for professional development "Astana Orleu", the second seminar was held on February 27 of this year with the participation of employees of the district department of state revenue.
However, in accordance with the Decree of the President of the Republic of Kazakhstan Kassym-Jomartakemelovich on the declaration of a state of emergency in the country, the planned training seminar and practical work were postponed.
In addition, monthly monitoring of public procurement is conducted in all institutions of the district akimat (request for price proposals, from one source by direct conclusion of a contract).

7 state social order in the amount of 23.1 million tenge. Of all the announced public procurement, the savings of budget funds amounted to: from the republican budget - 75.2 million tenge, from the regional budget - 8.7 million tenge, from the local budget - 67.5 million tenge.

Currently, the announced public procurement procedures are carried out for reviewing suppliers' applications according to the submitted documents and concluding a contract.
