New Mechanisms of Desk Control in Public Procurement

In the field of public procurement, work continues on improving desk control and introducing mechanisms that make it possible to identify violations at various stages of the procurement process.

Starting July 1 of this year, a new tool was implemented on the public procurement web portal – 'Desk Control of Public Procurement Planning via the Electronic Store Method'. Its main task is the timely identification of violations of legislation in the planning and conduct of procurement.

Since the tool was first applied, desk control has covered 251 items of the public procurement plan with a total value of about 690 million tenge. As a result of the control, violations were identified in 170 items with a total value of 404 million tenge.

The next stage of improving the Department's control was the introduction, starting August 1 of this year, of the tool 'Desk Control of the Proper Fulfillment of Obligations under a Public Procurement Contract'. It is aimed at identifying violations directly at the contract execution stage, that is, the certification and payment of construction and installation works. The goal is to prevent the unjustified use of budget funds, including making a significant contribution to construction quality by verifying purchased construction materials based on data from electronic invoices.

Under the new mechanism, desk control has covered 34 acts of completed work in the field of construction and installation works with a total value of about 2.6 billion tenge. As a result of the control, violations were identified in 17 acts with a total value of 833 million tenge.

All identified violations are subject to appropriate measures in accordance with the legislation of the Republic of Kazakhstan on public procurement.

Thus, the introduction of new tools is an indicator of the consistent strengthening of desk control at all stages of the procurement process – from procurement planning to the fulfillment of contractual obligations. This approach makes it possible to identify and prevent violations in a timely manner, increase the transparency of procurement, and ensure the rational use of budget funds.
