According to the results of the first nine months of 2026, the Department of Internal State Audit for the East Kazakhstan region of the Internal State Audit Committee of the Ministry of Finance of the Republic of Kazakhstan covered public procurement for a total amount of 283.7 billion tenge.
Thus, in the course of desk control, violations of legislation in the field of public procurement in the amount of 41.7 billion tenge were identified, thereby illegal acceptance of budget obligations was stopped even before the conclusion of the contract and the transfer of funds.
Along with this, the Department, as part of desk control, suppressed the facts of unjustified conclusion of contracts from a single source by directly concluding a contract for a total amount of 2.1 billion tenge, which allowed the purchase of goods, works and services to be competitive, thereby providing potential suppliers with equal opportunities to participate in procurement.
Also, desk control suppressed the facts of unjustified conclusion of additional agreements, which made it possible to ensure optimal and efficient spending of funds used for public procurement in the amount of more than 230 million tenge.
As the analysis shows, frequent violations are not specifying standards, deadlines, not posting a brief description of the purchased goods, works and services, establishing an incorrect deming feature, specifying models, trademarks and service marks in cases not provided for by law, and others.
In the case of purchases from a single source through direct conclusion of a contract, customers often allow the choice of this method without the appropriate grounds provided for in Article 16 of the Law of the Republic of Kazakhstan "On Public Procurement" dated July 1, 2024 No. 106-VIII SAM.
In some cases, 47 cases of administrative offenses were initiated against officials for non-fulfillment and improper execution of notifications.
Work on prevention, prevention and timely detection of violations continues.
