Desk audit is one of the key tools for ensuring transparency and legality in the field of public procurement. The Department of Internal State Audit for the Ulytau Region conducts it without visiting facilities – based on data posted on the public procurement web portal.
The main purpose of desk audit is the timely detection and prevention of violations, as well as providing customers with the opportunity to independently eliminate them before liability measures are applied.
Over nine months of 2026, the Desk Audit Division covered 6,684 lots totaling 232.17 billion tenge. Violations were identified in 805 lots worth 26.61 billion tenge. Relevant notifications were sent based on the identified facts, of which 15 were not executed within the established deadlines. Responsible persons were brought to administrative liability.
By public procurement methods, violations were distributed as follows: 141 notifications – for single-source procurement through direct contract award, 370 – through the request for price quotations method, and 294 – through the open tender method.
The most common violations include unlawful application of single-source procurement, indication of trademarks when requesting price quotations, absence of technical specifications in the state language, as well as failure to specify standards for the goods being procured.
For the purpose of preventing violations, the Department regularly conducts explanatory work among customers and procurement organizers regarding legislative changes.
Thus, desk audit is aimed not only at detecting violations, but also at preventing them, increasing customer responsibility, and strengthening the transparency of the public procurement system.
