The Department of Internal State Audit for the Karaganda Region conducted 28 audit activities in the first half of 2026, including 9 electronic audits, of which 11 activities were carried out according to the List of State Audit Objects for 2025-2026 and 17 activities were unscheduled audits. Based on the audit results, violations of budget and other legislation of the Republic of Kazakhstan were identified totaling 11,772.1 million tenge, of which 6,788.9 million tenge are subject to reimbursement to the budget and recovery.
Through the measures taken, 5,471.8 million tenge was recovered and reimbursed to the budget, including: recovered through accounting, performance of works, services, and supply of goods – 5,402.5 million tenge, reimbursed to the budget – 69.3 million tenge.
Following the audit activities, 34 officials were brought to disciplinary responsibility. 7 officials were brought to administrative responsibility with a fine amounting to 2.3 million tenge, and 1.9 million tenge was reimbursed to the budget.
The majority of violations relate to breaches of public procurement legislation, violations concerning labor remuneration, travel expenses and construction and installation works, as well as the Rules of Accounting and Reporting.
The causes of violations include the lack of proper control by officials, in some cases low qualification levels of accounting staff, incorrectly applied coefficients for calculating official salaries of employees, non-compliance with construction standards by contractors, lack of proper monitoring and control of contractor work by the customer, and improper fulfillment of contractual obligations.
For example, during a compliance audit of the State Institution "Department of Construction of the City of Karaganda" regarding the justification of payments under public procurement contracts included in the list of risky payments for December 2025, financial violations totaling 4,215.2 million tenge were identified. The institution transferred to the settlement accounts of suppliers LLP "Firma Zhiloy Fond" 4,053.6 million tenge and LLP "Alterna Trade" 161.1 million tenge in the presence of defects and incomplete scope of work on purchased housing, as well as an unjustified payment for construction and installation works under the project "Karaganda city, microdistrict 'Panel-Center'. Construction of high-rise residential buildings 'Trilistik'. Building No. 9. Unfinished construction" to the contractor LLP "Olivia" in the amount of 0.5 million tenge.
Through the measures taken, the violations were fully eliminated by performing construction and installation works.
During a compliance audit at the Municipal State Institution "Secondary School No. 86" of the Education Department of the city of Karaganda regarding the justification of accrual and payment of wages, bonuses, health improvement allowances to employees of the institution and fulfillment of contractual obligations, financial violations totaling 2.9 million tenge were identified: unjustified payment of wages to 6 employees of the institution for work not actually performed and elective courses not conducted in the amount of 2.83 million tenge; shortage of fixed assets of 0.07 million tenge. Through the measures taken, the unjustifiably paid wages and the shortage were reimbursed to the budget revenue in the amount of 0.9 million tenge.
In addition, procedural violations totaling 4.8 million tenge were identified.
The Department continuously takes all measures provided for by legislation to fully reimburse and recover the amounts of violations and to punish the guilty parties.
