The Department of Internal State Audit for the West Kazakhstan Region conducted an audit of the use of budget funds allocated to the State Institution "Health Department of the West Kazakhstan Region" for providing free travel for citizens to the place of treatment outside their locality of residence in 2024–2025.
During the audit, it was established that certain compensation payments were made based on documents that do not confirm the actual travel and accompaniment of patients. The audit revealed discrepancies between travel dates and treatment periods, as well as cases of duplicate payment for the same expenses.
Furthermore, facts were established regarding the transfer of compensation funds by recipients to the bank account of an official of the Health Department. According to written explanations from certain recipients, they did not actually undertake the trips, and the submitted travel documents were issued formally.
As a result of the audit, unjustified expenditure of budget funds totaling 6.3 million tenge was established.
