In accordance with paragraph 5 of the Rules for Conducting Desk Control, approved by Order of the Minister of Finance of the Republic of Kazakhstan dated November 30, 2015 No. 598, the Department of Internal State Audit for the Akmola Region carries out desk control in a remote format. Verification activities are conducted without visiting state audit objects by analyzing and comparing information posted on the public procurement web portal.
Desk control is aimed at preventing violations of public procurement legislation. Its implementation allows for the timely identification of possible discrepancies, provides state audit objects with the opportunity to independently eliminate identified violations, and minimizes the need for on-site control activities, thereby reducing the administrative burden.
For the first half of 2026, the Desk Control Division analyzed 18,309 public procurements (lots) with a total value of 280.2 billion tenge.
Based on the results of the work carried out, violations were identified in 1,225 lots amounting to 16.8 billion tenge. For each established fact, the Department sent notifications to the state audit objects regarding the elimination of violations identified during the desk control.
Analysis of the control activity results shows that the most frequently committed violations are related to the improper determination of dumping prices during tenders, unjustified application of single-source public procurement through direct contract conclusion, absence of national and (or) interstate standards in the tender documentation, lack of technical specifications in the state language, failure to specify licensing (permit) requirements, as well as the establishment of qualification requirements for potential suppliers not provided for by the legislation of the Republic of Kazakhstan.
