During a state audit conducted by the Department of Internal State Audit for the Turkestan Region, financial violations were identified in the activities of the state institution "Department of Housing and Communal Services of the Sairam District."
The audit examined the design and estimate documentation for the working project "Construction of the Water Supply System for the Village of Karabulak." The inspection established that the general designer — AT-Serviceplan LLP — applied an indicator of 8% when calculating the estimated profit, instead of the 5% stipulated by the current regulatory requirements. As a result, the estimated profit was unjustifiably overstated by 3%.
As a consequence of the said violation, the total design and estimate cost of the working project "Construction of the Water Supply System for the Village of Karabulak" was unjustifiably increased by approximately 185,030.3 thousand tenge.
This fact indicates non-compliance with the current regulatory requirements when developing design and estimate documentation in the construction sector. Such violations negatively affect the efficiency of planning and use of budget funds, and also create a risk of unjustified increase in the cost of state investment projects. Based on the audit results, the need to eliminate the identified violations, provide a legal assessment of the actions of responsible officials, and take appropriate measures aimed at preventing similar violations in the future was noted.
