System signal – audit – result.
This is exactly how the audit of public transport procurement for Almaty began after the «Online Budget Monitoring» module of the Internal State Audit Committee identified a risk in large budget payments.
Based on the risk analysis, the Department of Internal State Audit for Almaty city conducted an unscheduled state audit.
The audit established that the total amount of budget funds at the end of 2025 for the procurement of public transport exceeded 50 billion tenge.
At the same time, a significant portion of the paid buses worth more than 33 billion tenge is still not in operation in Almaty and continues to remain on the supplier's premises in the city of Saran.
A logical question arises: if the transport was purchased for the residents of Almaty, why has it not entered city routes months after full payment?
Based on the results of the state audit, the Department of Road Traffic and Public Transport Development of Almaty city was issued an order to eliminate the identified violations and to consider the responsibility of the persons
who allowed them.
«Today, state audit is increasingly based on a risk-oriented approach. This allows control measures to be focused on budget operations where there are signs of possible violations, and to take timely measures to eliminate them. Such an approach not only improves the quality of state audit but also contributes to the prevention of violations in the use of budget funds» – emphasized the Head of the Department of Internal State Audit for Almaty city Almas Kavkitayev.
