Unfortunately, corruption as a social phenomenon continues to exist in virtually all countries of the world, regardless of political development, and differs only in scale.
Corruption hinders the process of socio-economic development, construction and the attraction of a market economy, as well as negatively impacts the political and public spheres of a democratic society and poses a serious threat to the future development of the country.
The fight against and prevention of corruption have been identified as one of the main priorities of state policy in Kazakhstan.
To this end, our country has a legal framework consisting of the Law of the Republic of Kazakhstan "On Combating Corruption," which provides the following definition of corruption – it is the illegal use by persons holding responsible state positions, persons authorized to perform state functions, persons equated to persons authorized to perform state functions, officials of their official (service) powers and related opportunities for the purpose of obtaining or extracting personally or through intermediaries property (non-property) benefits and advantages for themselves or third parties, as well as bribery of these persons by providing benefits and advantages. To put it more simply, corruption is the use of official position for personal gain.
Currently, work to strengthen the fight against corruption is ongoing and constantly being improved. The methods of combating corruption adopted by each country are unique and depend not only on political and economic stability, but also on customs and traditions, religious characteristics, the level of legal culture, the size of the territory occupied, and the population.
In this regard, the Concept of Anti-Corruption Policy of Kazakhstan for 2022-2026 has been approved in our country. The goal of the Concept is to increase the effectiveness of the state's anti-corruption policy, involve the entire society in the anti-corruption movement by creating an atmosphere of "zero" tolerance for any manifestations of corruption, reduce the level of corruption in Kazakhstan, and in order to minimize corruption, it is planned to conduct checks for corruption resilience, which will allow for the timely identification and dismissal of dishonest employees.
Moreover, in this matter, I believe, special attention should be paid to working with youth and students, because the youth are the future of Kazakhstan! Already in student years and in schools, it is necessary to educate and teach legal culture and intolerance towards manifestations of corruption. I think that the youth of Kazakhstan, being educated and brought up in the spirit of patriotism, are capable of correctly setting priorities, as well as denying and preventing any manifestations of corruption.
Civil servants, assuming the duties and restrictions provided for by the Laws of the Republic of Kazakhstan "On Civil Service" and "On Combating Corruption" and other regulatory acts, are obliged by their example to demonstrate the image of an honest person and a professional in their field. Undoubtedly, one of the main methods of combating corruption is the prevention of corruption offenses. As the saying goes, it is better to prevent than to state the consequences and the evil of corruption.
