The Department of Internal State Audit for Pavlodar Region of the Internal State Audit Committee of the Ministry of Finance of the Republic of Kazakhstan carries out ongoing desk control to ensure compliance with legislation in the field of public procurement.
During the past period of the current year, in the course of desk control over compliance with legislation in the field of public procurement, 39 violations were identified on the part of procurement organizers using the request for price quotations method, regarding the failure to establish requirements for the availability of the appropriate permit stipulated by the Law of the Republic of Kazakhstan "On Permits and Notifications".
For example, when procuring motor vehicle insurance services, the State Institution "Department of Education of Pavlodar Region" and the State Institution "Department of the Specialized Security Service of Pavlodar Region of the Committee for Control over Security Activities of the Ministry of Internal Affairs of the Republic of Kazakhstan" did not provide for the mandatory availability of the corresponding license stipulated by the Law of the Republic of Kazakhstan "On Permits and Notifications".
The absence of such a requirement creates a risk of concluding a contract with a supplier who does not have the appropriate permit, which may lead to violations of legislation and the provision of services in breach of established norms.
Based on the facts of establishing such violations, the Department takes appropriate response measures. These measures are preventive in nature and are aimed at preventing violations, as well as ensuring compliance with the principles of legality and transparency in procurement.
The Department continues systematic work on monitoring and analyzing public procurement procedures in order to increase their transparency and efficiency.
