The Department of Internal State Audit for Pavlodar Region has completed an audit engagement on the use of budget funds for conducting veterinary activities at the State Communal Enterprise on the Right of Economic Management «Pavlodar Regional Veterinary Station».
Based on the results of the inspection, unjustified expenditure of budget funds in the amount of 1.7 million teңge was identified, as well as violations in the organization and documentary registration of veterinary activities.
One of the main violations was the repeated vaccination of 4,994 head of cattle against rabies. According to the instructions for use of the vaccine, immunity after vaccination persists for 12 months, and therefore repeated vaccination is not permitted. Despite this, the specified veterinary activities were carried out and paid for from budget funds, which led to unjustified expenses in the amount of 1.7 million teңge.
In addition, the audit identified 7,334 formally documented cases of cattle vaccination against foot-and-mouth disease. These cases were reflected in the documentation without proper grounds, which indicates insufficient control over the planning and accounting of veterinary activities.
Violations were also established in the execution of primary documents. In some cases, signatures of animal owners in the documents were affixed by other persons, which does not comply with the established procedure for documentary registration of veterinary activities and does not confirm compliance with the prescribed procedure for executing primary documents.
As a result of the audit engagement, the unjustifiably spent budget funds in the amount of 1.7 million teңge were reimbursed to the budget in full. In addition, for the identified violations, the guilty officials were brought to disciplinary responsibility in accordance with the procedure established by law.
