Countering corruption remains one of the key priorities of the state policy of the Republic of Kazakhstan. In modern conditions, the effectiveness of public administration directly depends on the level of integrity of civil servants, their compliance with legislation, and high standards of official ethics.
One of the important areas of anti-corruption policy is compliance with the restrictions established by legislation for civil servants. These requirements are aimed at preventing corruption risks, strengthening public trust in government bodies, and ensuring objectivity in managerial decision-making.
Recently, special attention has been paid to compliance with the prohibition on civil servants' participation in gambling and betting. Such restrictions are established by law for good reason. Gambling addiction (ludomania) can lead to financial difficulties, increased corruption risks, conflicts of interest, and decision-making under the influence of personal circumstances. That is why compliance with these requirements is not only a legal obligation but also an important component of a civil servant's professional responsibility.
In the Department of Internal State Audit for the Kostanay Region, special attention is paid to the prevention of such violations. For each identified fact of violation of legislative requirements, measures are taken in accordance with current legislation. At the same time, the main focus of our work remains the prevention of violations, the formation of a culture of integrity, and the personal responsibility of each employee.
In this regard, I consider it necessary to strengthen preventive work in the following areas:
It should be understood that the application of disciplinary measures is not an end in itself. The main task of a manager is to create conditions in the team under which violations will be prevented, and each civil servant will be aware of their personal responsibility to the state and society.
I am convinced that only consistent preventive work, strict compliance with legislative requirements, the principle of inevitability of responsibility, and the personal example of managers will allow us to form an atmosphere of intolerance to any manifestations of corruption and strengthen citizens' trust in the civil service.
