The Department of Internal State Audit for the Ulytau region summed up the results of the audit of the financial statements of the State Institution "Department of Culture, Language Development and Archival Affairs of the Ұ Lytau Region."
The audit revealed a number of financial irregularities associated with unjustified spending of budget funds. In particular, the facts of overpayment and illegal accrual of a 35 percent bonus to the official salaries of employees of subordinate institutions, including chief accountants, totaling 5,138.2 thousand tenge, have been established.
In addition, the auditors revealed an excessive transfer of travel expenses to employees of the department in the amount of 88.0 thousand tenge. Also, in violation of the Rules for bonuses, the provision of material assistance and the establishment of allowances for official salaries of employees of state bodies of the Republic of Kazakhstan at the expense of the state budget, facts of unjustified bonuses of employees of management and subordinate institutions for a total amount of 8,269.5 thousand tenge were established.
A separate block of violations was unreasonably charged incentive allowances to the heads of subordinate institutions, the amount of which amounted to 2,181.9 thousand tenge.
The total volume of financial violations subject to compensation reached 15,677.6 thousand tenge. During the state audit, 8,696.8 thousand tenge were returned to the budget. As a result of the audit, the object of the audit was sent an order to eliminate the remaining financial violations in the amount of 6,980.8 thousand tenge, as well as to consider the issue of bringing to justice the officials who committed the violations identified.
