According to the results of the first six months of 2026, the Department of Internal State Audit for the East Kazakhstan region of the Internal State Audit Committee of the Ministry of Finance of the Republic of Kazakhstan conducted desk control over public procurement totaling 184 billion tenge. Thus, in the course of desk control, violations of legislation in the field of public procurement in the amount of 31.3 billion tenge were detected, thereby illegal acceptance of budget obligations was stopped even before the conclusion of the contract and the transfer of funds.
At the same time, the Department, as part of desk control, suppressed the facts of unjustified conclusion of contracts from a single source by directly concluding a contract for a total amount of 4.9 billion tenge, which allowed the purchase of goods, works and services to be competitive, thereby providing potential suppliers with equal opportunities to participate in procurement.
Also, desk control suppressed the facts of unjustified conclusion of additional agreements in the amount of 0.9 billion tenge, which made it possible to ensure optimal and efficient spending of funds used for public procurement.
As the analysis shows, frequent violations are not specifying standards, deadlines, not posting a brief description of the purchased goods, works and services, establishing an incorrect deming feature, specifying models, trademarks and service marks in cases not provided for by law, and others.
In the case of purchases from a single source by direct conclusion of a contract, customers often allow the choice of this method without the appropriate grounds provided for in Article 16 of the Law of the Republic of Kazakhstan "On Public Procurement" dated July 1, 2024 No. 106-VIII SAM.
In some cases, 37 cases of administrative offenses have been initiated against officials for non-fulfillment and improper execution of notifications.
The work on prevention, prevention and timely detection of violations continues.
