The Department of Internal State Audit in Pavlodar region of ISAC MF RK on an ongoing basis carries out cameral control in the framework of compliance with legislation in the field of public procurement.
In the course of monitoring compliance with the legislation in the field of public procurement, individual cases of violations by the organizers of procurement, for procurement, were identified by the method of requesting quotations.
So, for example, NAO "Toraigyrov University" posted an announcement about the procurement of a "network switch" through exemptions from the national regime, that is, this purchase was carried out among domestic producers. At the same time, in the announcement by the Customer, the delivery time of the goods is 16 calendar days.
However, this requirement does not comply with the norms of the law on public procurement, namely, if the supplier is in the register of Kazakhstani producers, the minimum delivery time for goods under the contract is at least sixty (60) calendar days.
Upon the establishment of such violations, the Department takes appropriate response measures by sending a notice of elimination of violations. Notifications sent by the Department are executed by canceling public procurement.
These measures are preventive in nature and are aimed at preventing violations, as well as ensuring compliance with the principles of legality and openness in procurement.
The Department continues its systematic work to monitor and analyze public procurement procedures in order to increase their transparency and efficiency.
