One of the effective tools of financial control is to bring the perpetrators to administrative responsibility. In accordance with the legislation of the Republic of Kazakhstan on state audit and financial control, the initiation of administrative proceedings is one of the measures to respond to identified violations within the competence established by the Code of Administrative Offenses of the Republic of Kazakhstan.
According to article 722 of the Code, internal state audit bodies are authorized to consider cases of administrative offenses provided for by law and take appropriate administrative measures.
For 6 months of this year, the Department of Internal State Audit for the Ulytau Region received 70 materials on the results of audit activities carried out by the Audit Commission for the Ұ Region. The submitted materials showed signs of administrative offenses committed by officials of state audit facilities, which served as the basis for taking measures within the competence of the Department.
Based on the results of consideration of the received materials, 70 administrative proceedings were initiated. Administrative penalties were imposed on the guilty officials in the form of fines totaling 4.8 million tenge. All imposed fines were collected in full and transferred to the state budget.
Consistent work to ensure the inevitability of responsibility for violations of financial discipline contributes to improving the efficiency of the state audit, strengthening the rule of law and preventing new violations in the activities of state bodies and organizations.
