The Department of Internal State Audit in the field of Ulytau is constantly working to bring to administrative responsibility officials who committed violations of the requirements of the legislation of the Republic of Kazakhstan.
So, for 6 months of this year, on the facts of violations of the legislation of the Republic of Kazakhstan on public procurement, as well as legislation on accounting and financial reporting, in accordance with the Code of the Republic of Kazakhstan on administrative offenses, 91 administrative proceedings were initiated against responsible officials of the objects of state audit and a protocol was drawn up on administrative offenses.
According to the results of consideration of administrative cases, the total amount of fines imposed amounted to 5.9 million tenge, which were collected in the state budget in full.
The analysis shows that the largest share in the structure of detected administrative offenses is occupied by violations in the field of public procurement. They are mainly associated with the late appeal of customers to the judicial authorities with claims for recognizing suppliers as unscrupulous participants in public procurement, as well as with the conclusion of contracts without compliance with the requirements of the legislation on public procurement.
Along with this, the Department is actively using the mechanism of reduced proceedings in cases of administrative offenses, provided for by Articles 810 and 811 of the Code of the Republic of Kazakhstan on administrative offenses. This procedure allows persons brought to administrative responsibility to pay a fine in the amount of 50 percent of the amount of the imposed penalty within seven days, which contributes to the prompt execution of administrative penalties and an increase in the effectiveness of law enforcement practice.
Work to ensure compliance with legal requirements, prevent violations and increase financial discipline is under constant control of the Department and will continue in the future.
