The Department of Internal State Audit in the Turkestan Region, based on the results of audit activities carried out in the second quarter of 2026, developed a plan for organizing questionnaires and explanatory work with visits to audit facilities.
The main purpose of these measures is to ensure transparency of the results of the audits, to strengthen mutual trust with the objects of audit, as well as to ensure that the shortcomings identified during the inspections do not develop into violations of the law. In addition, these measures are aimed at improving the efficiency of the state audit, building confidence in the audit process and strengthening the internal control system in institutions.
In turn, the internal state audit system is designed to ensure the legal, effective and targeted use of budgetary funds. In this regard, in the course of visiting the objects of audit, based on the results of the audit activities, the responsible auditors of the Department check the presence or absence of any violations or shortcomings on the part of the audit workers, as well as take preventive measures.
In April 2026, explanatory work and questionnaires were carried out in a number of educational organizations, medical institutions and state organizations of the regional level on the territory of the city of Turkestan and the Sauran region. Audit activities in these institutions were carried out from December 2025 to February 2026, following which the relevant conclusions were prepared.
One of the important areas of these activities is the observance by government officials of the norms of official ethics. Civil servants must conduct their activities in accordance with the principles of legality, integrity, fairness and openness. During the survey and explanatory work, special attention was paid to issues of compliance with the Code of Ethics, the formation of a culture of official ethics and increasing public confidence in state bodies.
The main purpose of the survey is to determine the compliance of employees of the Department with the standards of official ethics, the requirements of the law, as well as to identify the absence of any illegal requirements or actions of a corruption nature during the audit. Opinions were obtained from the representatives of the audited entities regarding possible facts of demanding material remuneration, exerting pressure or other actions contrary to the standards of official ethics on the part of the audit employees.
In addition, during the explanatory work, the requirements of the Law of the Republic of Kazakhstan "On Combating Corruption" were recalled. In accordance with the law, responsibility for corruption offenses is borne not only by the person who received the bribe, but also by the person who gave the bribe.
In the period from April 1 to April 2, 2026, private educational organizations located in the city of Turkestan took part: Qarashyq-M, Ikan mektep-gymnasiums, Miras-M School, Zerek Intellectual School and Abay School Lyceum.
In general, the survey and explanatory work carried out are aimed at ensuring the transparency of the state audit system, monitoring the compliance of audit employees with the standards of official ethics, creating an anti-corruption culture and strengthening the internal control system in organizations.
