During a state audit at the State Institution "Department of Housing and Communal Services, Passenger Transport, and Highways of the City of Ekibastuz," violations were identified in the implementation of the project "Reconstruction of the Access Road to the Mausoleum of Isabek Ishan."
The inspection established that the supplier unlawfully made changes to previously completed and paid works, totaling 135 million tenge.
It was found that the adjustments were made after the works were completed and paid for, which contradicts the requirements of paragraph 19 of the Rules for Approving Construction Projects and Making Changes to Project (Design and Estimate) Documentation, approved by Order No. 304.
Such actions create risks of unjustified revision of previously confirmed volumes of completed work and can negatively impact the transparency of budget expenditure.
Based on the results of the state audit, the identified violations received an appropriate assessment within the framework of the current legislation.
