According to the results of the first five months of 2026, the Department of Internal State Audit for the East Kazakhstan Region of the Committee of Internal State Audit of the Ministry of Finance of the Republic of Kazakhstan has covered state procurements with a total value of 167 billion tenge through desk control.
Thus, during the desk control, violations of legislation in the sphere of state procurements amounting to 28.9 billion tenge were identified, thereby stopping the illegal assumption of budgetary obligations even before contract signing and fund transfers.
Alongside this, the Department, within the framework of desk control, prevented instances of unjustified contract awards through the single-source method by direct contract signing, totaling 4.7 billion tenge. This allowed for moving the acquisition of goods, works, and services into a competitive environment, thereby providing potential suppliers with equal opportunities to participate in procurements.
Also, desk control prevented instances of unjustified conclusion of supplementary agreements amounting to 0.6 billion tenge, which helped ensure optimal and efficient spending of funds used for state procurements.
As analysis shows, frequent violations include not specifying standards, execution deadlines, not posting a brief description of the procured goods, works, and services, establishing incorrect criteria for dumping, specifying models, trademarks, and service marks in cases not provided for by legislation, and others.
In the case of single-source procurements through direct contract signing, customers often choose this method without the appropriate grounds stipulated in Article 16 of the Law of the Republic of Kazakhstan "On State Procurements" dated July 1, 2024, No. 106-VIII ZRK.
In certain cases, for non-compliance and improper compliance with notifications, 34 administrative offense cases have been initiated against officials.
Work on prevention, deterrence, and timely detection of violations continues.
