The Department of Internal State Audit for the Aktobe Region has been permanently implementing an online budget monitoring system since 2025 to ensure targeted and efficient use of public funds. This digital system has enabled real-time monitoring of budget expenditures, early identification of risks, and strengthening of financial discipline.
Online budget monitoring is a modern digital platform that automatically analyzes the movement of budget funds. The system accumulates and analyzes data on the utilization of funds by central government bodies and local executive bodies, and when signs of risk are detected, notifications are promptly sent to authorized bodies. This, in turn, helps prevent financial violations and improves the efficiency of budget fund management.
Since the beginning of 2026, the "Online Budget Monitoring" system has reviewed 1,208 risks in the fields of education, healthcare, culture, and sports, resulting in 127 notifications being issued for a total amount of 255,619.0 thousand tenge.
An inspection of the RSE "Temir District Centralized Library System" under the Department of Culture, Physical Culture and Sports of Temir District revealed that in 2025, the institution's chief accountant transferred an excess salary amount of 531.5 thousand tenge to her personal card account.
Through measures taken, the overpayment of salary amounting to 531.5 thousand tenge was returned to the budget. A letter was sent to the budget program administrator regarding the consideration of disciplinary action against the officials responsible for the violations. As a result, the head of the institution received a disciplinary penalty in the form of a "Reprimand," and the chief accountant was given a "Strict Reprimand."
In conclusion, it should be noted that the online budget monitoring system has proven its effectiveness as an important tool aimed at increasing transparency in public finances, strengthening financial discipline, and ensuring efficient use of budget funds.
