The Department of Internal State Audit for the Kostanay Region conducted an audit at the Communal State Institution "Center for Supporting Children with Special Educational Needs of the City of Rudny" under the Education Department of the Akimat of Kostanay Region.
The audit revealed financial violations totaling 9,223.1 thousand tenge. The inspection established facts of non-compliance with the requirements of the legislation of the Republic of Kazakhstan.
In particular, in violation of the Labor Code of the Republic of Kazakhstan, the Institution unjustifiably made payments exceeding the standard teaching workload for educators.
Also, in violation of the Rules for Reimbursement of Business Trip Expenses at the Expense of Budget Funds, including to Foreign States, the Institution failed to provide advance reports by accountable persons.
Furthermore, in violation of the norms for fuel and lubricant expenses for state bodies of the Republic of Kazakhstan and expenses for vehicle maintenance, the Institution incurred an overexpenditure of fuel and lubricants due to exceeding the mileage limit of the duty vehicle by more than 2100 kilometers per month, which led to the excessive write-off of fuel and lubricants.
The identified violations indicate systemic errors in the Institution's operational processes.
Following the inspection, an instruction was sent to the audit object regarding the need to eliminate the identified violations and restore the budget funds.
