During an audit event conducted by the Department of Internal State Audit of the Turkestan Region at the state institution "Agriculture Department of the Turkestan Region," financial violations related to the planning and use of budgetary funds were identified.
The inspection results established that subsidies totaling 147,635.5 thousand tenge were unjustifiably paid to 25 peasant farms and business entities.
The inspection revealed that established requirements were not fully complied with during the utilization of budgetary funds. In particular, during subsidy procedures, the completeness and reliability of documents were insufficiently ensured, and data verification mechanisms were not fully applied when making funding decisions. As a result, certain business entities received budgetary funds without proper legal grounds.
Department specialists noted that such violations indicate shortcomings in the system of budgetary planning and control. Currently, measures are being taken to eliminate the identified violations and provide a legal assessment of the actions of responsible persons.
Furthermore, the need to strengthen internal control mechanisms, improve document flow, and increase the transparency of subsidy processes to prevent similar cases in the future is emphasized.
The Department of Internal State Audit of the Turkestan Region will continue systematic work to ensure the effective and targeted use of budgetary funds.
