The Department of Internal State Audit for the Turkestan Region conducted an audit at the state institution "Department of Agriculture of the Turkestan Region." During the audit, financial transactions and documents related to the subsidization of pedigree livestock breeding were examined.
As a result of the inspection, discrepancies related to the supply of pedigree bulls by a number of suppliers were identified. According to information received from the Department, as well as certificates from veterinary specialists, besides "Kaz Meat Kordai" LLP, the pedigree bulls that were supposed to be supplied by "JS-Birlik" LLP and the peasant farm "BAI-NUR" did not actually arrive in certain districts of the Turkestan Region.
At the same time, specialists from veterinary services in some districts confirmed the fact of the arrival of pedigree bulls, but the corresponding documents were not processed. Furthermore, according to the information system data, in 2020–2021, the receipt and disposal of pedigree bulls for the mentioned economic entities were not registered.
As a result of the audit, violations totaling 863,462.8 thousand tenge were identified.Specialists from the Department noted that such shortcomings indicate weak control over the use of budgetary funds and improper adherence to documentation procedures.
Currently, appropriate measures are being taken to eliminate the identified violations and provide a legal assessment of the actions of responsible persons. In addition, special attention is being paid to strengthening internal control mechanisms and ensuring financial discipline to prevent similar cases in the future.
