The Department of Internal State Audit for the Turkestan Region conducted an audit event at the communal state institution "Zhetysai District Centralized Library System" of the Department of Culture, Language Development, Physical Culture and Sports of the Zhetysai District.
This audit was organized to determine the compliance of salary payments with the requirements of the budget and other legislation of the Republic of Kazakhstan within the framework of the "Online Budget Monitoring" system, where relevant risk profiles were identified.
During the audit, the institution's financial documents, accounting records, staffing schedules, and documents related to remuneration were comprehensively studied. As a result, it was established that the staffing schedule of the audited entity was approved in violation of legal requirements. Consequently, excessive salaries were paid to certain employees.
Furthermore, it was revealed that the salaries of some employees were unreasonably inflated, while other employees, on the contrary, did not receive their due payments in full. Errors in calculating health benefits were also identified during the audit.
According to specialists, such shortcomings arise due to incomplete compliance with legal requirements in accounting. In this regard, based on the audit results, appropriate recommendations were given to eliminate the identified violations and prevent similar cases in the future.
The Department conducted explanatory work with the institution's employees, drawing attention to the need for strict compliance with the requirements of current legislation when calculating salaries and other payments. Special attention was also paid to strengthening financial discipline, improving the quality of accounting, and enhancing internal control.
The main goal of state audit is to ensure the targeted, effective, and lawful use of budgetary funds. Work in this direction will continue on an ongoing basis.
