PUBLIC PROCUREMENT CHANGES - A PATH TO TRANSPARENCY AND EFFICIENCY

A lecture in the format of an interactive discussion on the topic: "Overview of amendments to the Law of the Republic of Kazakhstan 'On Public Procurement'" was held for civil servants at the branch of the Academy of Public Administration under the President of the Republic of Kazakhstan in the Turkestan region. The lecture was delivered by the Head of the Planning, Analysis, Reporting, and Quality Control Department of the Department of Internal State Audit for the Turkestan Region, Master of Business and Management, Askhat Tursynkhanovich Sadykbekov.

The main goal of the meeting was to explain to civil servants the amendments made to the legislation in the field of public procurement, to increase the transparency and efficiency of procurement procedures, and to conduct practical explanatory work to prevent offenses.

During the lecture, the importance of the public procurement system for the country's economy as one of the key tools for the effective utilization of budgetary funds was noted. It was also emphasized that the new legislative changes are aimed at simplifying public procurement procedures, developing fair competition, and reducing corruption risks.

Within the framework of the event, issues of procurement planning, tender procedures, methods of single-source procurement, requirements for potential suppliers, contract execution, as well as innovations in the field of desk control were explained in detail. Furthermore, specific examples of the most common errors and shortcomings identified in public audit practice were provided.

In his speech, the speaker noted that one of the main problems in the field of public procurement is the quality of planning. According to him, many risks and violations arise even before the start of procurement procedures — due to incorrect identification of needs and poor preparation of technical specifications. In this regard, participants were explained that when organizing procurements, it is necessary to strictly adhere to the principles of efficiency, transparency, and legality.

Since the lecture was held in an interactive discussion format, participants shared their experiences and asked practical questions. Changes to the public procurement web portal, contractor responsibility, contract execution, and risks identified during audits sparked particularly active discussion.

At the conclusion of the meeting, it was noted that a deep knowledge of legislation in the field of public procurement is an important task for every civil servant. After all, the transparency and efficiency of the public procurement system directly affect the targeted use of budgetary funds and increase public trust.

Such substantive lectures and discussion platforms contribute to improving the legal literacy of civil servants, as well as fostering a culture of efficiency and accountability in the public administration system.
