Public procurement remains a key instrument for implementing state tasks. To ensure transparency and legality, special attention is paid to the justification for using the single-source procurement method.
For the first quarter of 2026, the Department of Internal State Audit for the city of Astana, as part of the desk control of single-source procurements, identified 334 violations totaling 59.3 billion tenge.
Analysis shows that the most common violations are related to the purchase of homogeneous goods, works, and services exceeding legally established limits, as well as instances of procurement splitting. Cases are also identified of procuring works and services to meet daily and weekly needs in the absence of a supplier's refusal to extend a contract concluded in the previous year, and the absence of supporting documents when leasing non-residential premises.
It should be noted that 80 procurements were transferred to a competitive environment, totaling 232.2 million tenge, which ensured a more transparent and competitive determination of suppliers.
The Department draws the attention of customers to the need for strict compliance with the requirements of the current public procurement legislation, justified selection of procurement methods, and avoidance of a formal approach when planning procurement activities.
