The Department of Internal State Audit of the Aktobe Region has been using an online budget monitoring system on a permanent basis since 2025 to ensure targeted and efficient use of public funds. This digital system has enabled real-time monitoring of budget expenditures, early identification of risks, and strengthening of financial discipline.
Online budget monitoring is a modern digital platform that automatically analyzes the movement of budget funds. The system collects and analyzes data on the utilization of funds by central government bodies and local executive bodies, and when signs of risk are detected, notifications are promptly sent to the authorized bodies. This, in turn, helps prevent financial violations and improves the efficiency of budget fund management.
Since the beginning of 2026, the "Online Budget Monitoring" system has reviewed 692 risks in the fields of education, healthcare, culture, and sports, resulting in 60 notifications being issued for a total amount of 177,556.8 thousand tenge.
An audit of the communal state institution "Regional Youth Resource Center" under the "Department of Youth Policy of the Aktobe Region" established that in 2025 and January-February of the current year, the institution's accountant excessively transferred salary to herself amounting to 2,071.0 thousand tenge and to the institution's watchman amounting to 1,793.2 thousand tenge. The total amount of violations was 3,864.2 thousand tenge.
As a result of measures taken, 2,701.4 thousand tenge were reimbursed to the budget, and 1,162.8 thousand tenge were returned to the institution's account. A letter was sent to the budget program administrator regarding the consideration of disciplinary action against the officials involved. Following this, the head of the institution was subjected to disciplinary action in the form of a "Reprimand," and the chief accountant was given a "Severe Reprimand." Subsequently, the chief accountant resigned at her own request.
In conclusion, it should be noted that the online budget monitoring system has proven its effectiveness as an important tool aimed at increasing transparency in public finances, strengthening financial discipline, and ensuring the efficient use of budget funds.
