The Department of Internal State Audit for the Kyzylorda Region is working on initiating administrative proceedings as provided for by current legislation. In the first quarter of 2026, 98 administrative protocols were drawn up for a total amount of 11.4 million tenge. Of these, 11.4 million tenge has already been collected into the budget, which is 100%.
The conducted analysis revealed that the main substance of the administrative proceedings consists of violations in the sphere of public procurement (concluding contracts without applying public procurement procedures on grounds not provided for by the Law, or untimely filing of lawsuits in court to recognize suppliers as unfair participants in public procurement).
Currently, the Department is fully implementing the application of summary proceedings in cases of administrative offenses in accordance with Articles 810 and 811 of the Code of the Republic of Kazakhstan "On Administrative Offenses," which allows the person against whom administrative proceedings have been initiated to pay a fine amounting to fifty percent of the amount specified in the sanction of the article within seven days.
