Anti-corruption - the priority of state audit and a guarantee of public trust

Corruption is one of the most serious threats to the stable development of any state. In modern conditions, in the Republic of Kazakhstan, this issue ranks alongside key national security challenges. For internal state audit bodies, combating this negative phenomenon is not just an obligation, but a fundamental basis for all professional activity.

I would like to emphasize: our work directly impacts the transparency of budgetary processes and the efficiency of using public funds.

The foundation of our work in this direction is the Anti-Corruption Policy Concept for 2022–2026, approved by the Head of State. Within the framework of implementing this document, the Ministry of Finance of the Republic of Kazakhstan and the Committee of Internal State Audit have introduced a comprehensive anti-corruption program, which has become the foundation for profound systemic changes.

The President of the country clearly stated in the Address "The Economic Course of a Just Kazakhstan": inaction in the fight against corruption leads to an increase in legal nihilism. We understand that citizens' trust in government institutions depends on the honesty and integrity of every employee of our Department.

The Department of Internal State Audit for the Akmola Region has established systematic work aimed not only at identifying but also at eradicating the causes and conditions conducive to corruption. This work is carried out by us in several key areas.

 Firstly, the automation and digitalization of control  allows for minimizing the human factor in the process of selecting audit objects. The use of remote monitoring and information systems enables conducting desk audits in a contactless manner, which eliminates direct contact between the auditor and the audited entity;

Secondly, internal analysis of corruption risks on  a regular basis within the Department facilitates self-examination of business processes: we identify "bottlenecks" in regulations and promptly make adjustments to prevent the very possibility of abuse of authority.

Thirdly,  we monitor compliance with the Code of Ethics and  conduct  preventive training. Prevention begins with legal literacy. We regularly hold seminar-meetings and "hours of integrity," where the requirements of the Law "On Combating Corruption" are discussed in detail. Every employee is aware of the principle of personal responsibility for committing corruption offenses.

Fourthly, we ensure  transparency: The Department adheres to a policy of openness. The results of audit activities and information about identified violations are communicated to the public through the media and social networks, fostering an atmosphere of "zero tolerance" for violations of the law.

Fifthly,  personnel work is important. When appointing to positions and conducting attestations, special attention is paid to the moral and ethical qualities of candidates. We strive to create a team where an anti-corruption culture is an internal mindset of every specialist.

Corruption is a social disease that can only be overcome through joint efforts. It is important to understand that no violation of the law should go unpunished. Only by increasing legal culture and the active participation of every citizen can we build a Just Kazakhstan.

The fight against corruption is a continuous process. The Department of Internal State Audit for the Akmola Region will continue to strictly and uncompromisingly follow the course of cleansing its ranks and ensuring transparent management of public finances. Our goal is honest work for the prosperity of the region and the entire country.
