The Department of Internal State Audit for the city of Shymkent initiated 32 administrative cases in the first quarter of 2026. Of these, 6 cases were initiated based on the results of conducted audits.
The majority of administrative proceedings consist of violations in the sphere of public procurement and private audit organizations — concluding contracts without applying the norms of public procurement legislation, untimely filing lawsuits to recognize suppliers as unfair participants in public procurement, and conducting mandatory audits without complying with the norms of minimum requirements.
As a result of the consideration of administrative cases, fines totaling 3.1 million tenge were imposed. Collection to the budget amounted to 100%. Of the total number of initiated cases 13 were considered under summary proceedings in accordance with Article 811 of the Code of the Republic of Kazakhstan "On Administrative Offenses".
The Department of Internal State Audit for the city of Shymkent fully applies summary proceedings in administrative offense cases in accordance with Articles 810 and 811 of the aforementioned Code. This gives the person against whom administrative proceedings have been initiated the opportunity to pay 50% of the fine amount stipulated by the sanction within seven days.
