The Department of Internal State Audit for the Karaganda Region, within the module "Online Budget Monitoring" (hereinafter - OBM), has been systematically and continuously monitoring the targeted use of budget funds allocated for wage payments in the fields of education, healthcare, culture, physical culture, and sports since 2025.
The primary goal of this monitoring is to strengthen control over the justification of wage accruals, prevent financial violations, and enhance the transparency and efficiency of budget fund utilization.
The monitoring is conducted based on risk profiles formed from analytics and identified discrepancies. If signs of risk are detected, the Department sends response letters (notifications) to the monitored entities, requesting supporting documents justifying the correctness of the accruals. Simultaneously, the information is sent electronically to budget program administrators for taking appropriate measures.
If identified risks are confirmed, the monitored entities are given recommendations for independently rectifying the violations within a period not exceeding 10 working days. In case of non-compliance with these requirements within the specified period, the Department considers conducting an unscheduled state audit.
For the period from January 1 to March 31, 2026, the Department conducted wage payment monitoring via OBM in the aforementioned fields. Based on the monitoring results, 61 notifications were sent regarding 175 risky payments, totaling 67,872.3 thousand tenge.
The ongoing work confirms the high effectiveness of the implemented monitoring mechanism, which allows for the prompt identification and prevention of cases of unjustified budget expenditure. The application of a risk-oriented approach contributes to reducing financial violations, improving budget execution discipline, and strengthening the accountability of budget program administrators and subordinate organizations.
Overall, the implementation of the "Online Budget Monitoring" module promotes the principles of transparency, accountability, and rational use of public finances, and also increases trust in the budget management system.
