Auditors returned 4.44 million tenge to the budget

In December 2025, the Department of Internal State Audit for the Pavlodar Region completed an inspection of the use of budget funds allocated to the peasant farms "Tkach" and "Cherepanov G.M." for the development of pedigree livestock breeding. This story turned out to be both illustrative and instructive.

Subsidies for the village are a common practice. The state supports farmers so that livestock breeding develops, productivity grows, and high-quality local products are on the tables of Kazakhstanis. During 2022-2024, the Agriculture Department regularly transferred funds to the farms for breeding work and reducing feed costs. However, any support has a flip side — conditions that recipients are obliged to strictly fulfill.

The main condition is the preservation of the livestock. Simply put: you took money to develop the herd — you must preserve this herd for one year after receiving the subsidy. The logic is simple: the state pays for results, not just for nothing.

The auditors decided to check how this rule is being followed. And they armed themselves not only with paper reports but also with modern tools — the Agricultural Animal Identification Database (AAID). This is an electronic system where each animal has its own digital passport. It's impossible to lose livestock or write it off "retroactively" here — the system remembers everything.

The revealed picture was telling. Part of the livestock for which subsidies were received left the farms prematurely. Some went for meat, some were sold, but the fact remained: the money was received, but the livestock was not preserved. As the auditors found out, the two farms were short of 382 head of livestock for which they had received state support. The subsidy conditions were violated.

Numbers are always impartial. As a result of meticulous work, the auditors established:

· The peasant farm "Tkach" failed to ensure the preservation of livestock for an amount of 1,582,000 tenge;

· The peasant farm "Cherepanov G.M." committed violations amounting to 2,860,000 tenge.

The total amount that the budget would have missed without the intervention of the auditors amounted to 4,442,000 tenge. A substantial sum that could have remained in private pockets, although by law it should have been returned to the treasury.

But the story did not end there — it received a fair conclusion.

Following the audit, the guilty officials responsible for violating financial discipline were punished. Disciplinary measures were applied to them.

And the most important outcome: every single tenge paid in violation has been returned to the state budget. Not a single penny was lost, not a single budget tenge remained where it did not belong.
