The Department of Internal State Audit for the Zhetisu Region conducted an unscheduled audit at the State Institution "Department of Housing and Communal Services, Passenger Transport, Highways, and Housing Inspection of the Kerbulak District of the Zhetisu Region" regarding the fulfillment of contractual obligations for the project "Reconstruction and Construction of the Water Supply System in the Village of Araltobe, Kerbulak District".
The audit revealed facts of the contractor's failure to perform work in accordance with the design and estimate documentation. The total amount of violations amounted to 22,315.2 thousand tenge.
As a result, violations of the norms of civil legislation, legislation in the field of architectural, urban planning and construction activities, budget legislation, as well as legislation on public procurement were committed. The institution failed to ensure the reliability of confirming the volumes of work performed, which led to unjustified payment for work not actually performed in the specified amount. Furthermore, the customer did not take measures to file a lawsuit to recognize the supplier as an unfair participant in public procurement.
Based on the audit results, a protocol on an administrative offense under Part 10-2 of Article 207 of the Code of the Republic of Kazakhstan "On Administrative Offenses" was drawn up. The audited entity was issued an order to eliminate the identified violations and consider the liability of officials.
Currently, the identified violations have been fully eliminated, and the amount of 22,315.2 thousand tenge has been reimbursed to the state budget.
