The Government of the Republic of Kazakhstan, in order to protect the foundations of the constitutional system, ensure the country’s defense and state security, protect the domestic market, develop the national economy, and support Kazakhstani producers, establishes exemptions from the national regime for a period of no more than two years.
The lists of goods, works, and services subject to these exemptions are formed taking into account economic feasibility and an analysis of the state of the domestic market.
The application of exemptions is exceptional in nature and is aimed at maintaining a balance between supporting domestic producers and ensuring the efficient and rational use of budgetary funds.
Certain legislative provisions, including extended delivery periods and advance payment mechanisms for domestic producers, are aimed at supporting Kazakhstani manufacturers, ensuring a full production cycle within the country, as well as creating favorable conditions for the development of the national economy and expanding the participation of domestic businesses in the public procurement system.
Since the beginning of the current year, the Department of Internal State Audit for the city of Astana, based on the results of desk monitoring of public procurement, has issued 250 notifications totaling 2.1 billion tenge due to customers’ failure to comply with the established deadlines.
The Department continues to carry out systematic control in the field of public procurement and takes measures to promptly identify and eliminate violations, ensuring transparency, legality, and efficiency of public procurement procedures in accordance with the legislation aimed at supporting domestic producers.
