The Department of Internal State Audit for the city of Astana has summarized the results of its work for 2025.
During the reporting period, 104 audit events were conducted, covering funds amounting to 68.9 billion tenge. The inspections revealed financial violations amounting to 17.2 billion tenge, as well as 267 procedural violations amounting to 33.5 billion tenge, related, among other things, to unjustified payment for construction and installation works, salary payments, and distortion of financial reporting.
Based on the audit results, 95 instructions and 93 recommendations were issued to the audited entities. As a result of the measures taken, 99.4% of the identified financial violations amounting to 17.1 billion tenge were rectified. Of these:
For procedural decisions, 1 case file amounting to 5.9 million tenge was transferred to law enforcement agencies.
Furthermore, 1,019 administrative cases were initiated for a total amount of 151.1 million tenge, of which 129.3 million tenge were recovered to the budget revenue.
In cooperation with the prosecutor's office, 20 expert opinions were provided, which identified violations amounting to 11.4 billion tenge.
Overall, the multiplicative effect of the Department's activities, expressed in budget revenues, amounted to 495.7 million tenge.
Within the framework of desk control of public procurement, 65,350 procurement procedures amounting to 3.6 trillion tenge were covered, which is 28.5% more than in 2024. Violations were identified in 1,744 procedures amounting to 21.1 billion tenge, with 96.7% of the violations rectified, which prevented violations amounting to 20.4 billion tenge.
Also, as part of monitoring, 249 notifications were sent regarding 3,007 risky payments amounting to over 1.4 billion tenge. The highest number of risks were identified in the fields of education, healthcare, culture, and sports. Risks amounting to 134.2 million tenge were confirmed.
In accordance with the approved List, the audit of financial statements in 2025 is being conducted for four budget program administrators.
As of the end of 2024, the total balance sheet currency of the consolidated financial statements of the local budget amounted to 4 trillion 290.1 billion tenge. During the year, the audit covered the assets of 7 Budget Program Administrators (BPAs), whose total balance sheet currency amounted to 967.4 billion tenge, representing 22.6% of the total budget.
The inspection revealed violations totaling 1 trillion 67.7 billion tenge, of which 828.8 million tenge were deemed material, affecting the reliability of the financial statements.
Within the framework of preventive control, 7 inspections were conducted, including in public interest entities and audit organizations.
Furthermore, 281 public interest entities were held administratively liable for 98.7 million tenge, of which 72.2 million tenge have already been recovered to the budget. Case files amounting to 26.5 million tenge were transferred to private bailiffs for enforced recovery.
