In 2025, the Department of Internal State Audit for the East Kazakhstan Region of the Committee of Internal State Audit of the Ministry of Finance of the Republic of Kazakhstan conducted desk audits covering public procurements totaling 284.2 billion tenge.
As a result of the desk audit, violations of public procurement legislation were identified in the amount of 35.2 billion tenge, thus preventing the unlawful acceptance of budget commitments before contracts were signed and funds transferred.
In addition, as part of the desk audit, the Department prevented unjustified contract awards through single-source procurement (direct contracts) totaling 6.7 billion tenge, which helped move the purchase of goods, works, and services into a competitive environment and provided potential suppliers with equal opportunities to participate in procurement processes.
Measures were also taken under the desk audit to address unjustified amendments to contracts totaling 1.1 billion tenge, which ensured optimal and efficient use of funds allocated for public procurement.
According to the analysis, common violations include failure to specify standards or deadlines, omission of brief descriptions of procured goods, works, and services, incorrect identification of the dumping indicator, specifying models, trademarks, or service marks in cases not provided for by law, among others.
In single-source procurements conducted by direct contract award, procuring entities often choose this method without proper justification as required by Article 16 of the Law of the Republic of Kazakhstan “On Public Procurement” dated July 1, 2024, No. 106-VIII ZRK.
In some cases, 42 administrative offense cases were initiated against officials for failure or improper execution of notifications.
Work on prevention, awareness, and timely detection of violations is ongoing.
