Since October 2024, the Department of Internal State Audit of East Kazakhstan Region has implemented an online payroll payment monitoring system.
The system aims at the regular collection, analysis, and tracking of payment information. The key tools include risk profiles for prompt response and prevention of violations, utilizing automated information systems.
The monitoring results revealed high risks of unintentional or unauthorized expenditures related to payroll (salaries, vacation pay, bonuses, and other payments). Over the 12 months of 2025, risks were confirmed for 217 payments amounting to 85.8 million tenge, of which 45.66 million tenge across 71 payments are subject to recovery into the budget.
Main violations:
Accrual of material assistance without supporting documentation;
Bonuses granted despite existing creditor debt;
Transfers under the "Payroll" category without approval from the budget administrator;
Compensation for unused leave paid without an official order.
Example: A notable case involved bonuses being awarded despite unresolved creditor debt, which contravenes current legislation and poses risks of unproper use of budget funds. Instances were also common where material aid was paid without proper supporting documents, rendering such expenses unjustified. These examples highlight the critical importance of adhering to established procedures and ensuring proper documentation for all financial operations.
Regional patterns: It is noteworthy that the highest number of violations is systematically detected in the following districts: Ulken-Naryn, Tarbagatai, Katon-Karagay, and Samar districts.
