On November 26, 2026, the Department of Internal State Audit for Kostanay Region held a ZOOM meeting on compliance with the legislative requirements regarding the daily transfer of accounting data to the Unified Repository of Accounting Transactions Data (URATD). The meeting was attended by representatives of local executive bodies and government institutions of the region.
The main purpose of the meeting was to clarify the regulatory requirements established by Accounting Rules No. 223 and to ensure a unified approach to the organization of automated transmission of accounting data. The meeting was convened in accordance with the Protocol Order of the Prime Minister of the Republic of Kazakhstan dated November 23, 2024, emphasizing the priority and strategic importance of this issue for public authorities.
During the meeting, the Department drew participants’ attention to the importance of strict compliance with paragraph 22 of the Accounting Rules, which mandates that all government institutions must transfer accounting data automatically on a daily basis. This requirement is aimed at improving transparency in accounting processes, ensuring the integrity of financial information and enabling timely consolidation of government data.
The Department announced the launch of ongoing monitoring of compliance with these requirements. Institutions that fail to provide timely data transmission or systematically allow delays will be classified as high-risk entities. Such organizations may be included in the list of objects scheduled for state audit, which implies a comprehensive assessment of their financial discipline and the efficiency of budget fund utilization.
Representatives of “CEF” LLP provided additional clarifications on the technical aspects of integrating accounting systems with the URATD. Issues related to configuring automated data transmission, ensuring the stability of communication channels, verifying integration parameters, and promptly resolving possible technical disruptions were discussed. Recommendations were provided to improve the quality of system support and enhance cooperation with technical service teams.
Based on the results of the meeting, government institutions were advised to strengthen control over compliance with legal requirements, ensure uninterrupted functioning of accounting systems, and promptly inform authorized bodies of any technical difficulties encountered. The Department emphasized its readiness to continue cooperation and provide methodological support to improve the quality of public financial management.
