In accordance with the List of State Audit Objects for 2025, the Department of Internal State Audit of the city of Astana conducted a compliance audit at City Polyclinic No. 8.
Based on the results of the audit, violations of budgetary and other legislation totaling approximately 1.1 billion tenge were identified, including financial violations amounting to 995.6 million tenge and procedural violations amounting to 116.9 million tenge.
The audit established that the polyclinic’s administration failed to ensure the proper recording in the accounting system of operations related to the receipt of fixed assets transferred from the liquidated Dostyk Primary Health Care Center.
As a result, assets totaling 971.7 million tenge were not timely or accurately accounted for, indicating inadequate accounting discipline. This issue reduces the transparency of the organization’s asset management.
Instances of unlawful bonuses, overpayment of employees’ salaries, and violations of public procurement legislation were also identified.
Following the audit, a directive was issued to the medical organization to eliminate the identified violations and consider the responsibility of the officials who allowed them.
As of today, the directive has been fully implemented: the fixed assets have been properly recorded in the accounting system and depreciation has been accrued in the amount of 993.6 million tenge, and 2 million tenge has been reimbursed to the budget.
For the violations committed, the deputy director of the polyclinic received a disciplinary reprimand, and the chief accountant was held administratively liable.
