The Department of Internal State Audit for the city of Astana conducted an unscheduled audit at Specialized Youth Sports School No. 2.
The basis for initiating the audit was data from the “Online Budget Monitoring” module indicating risky payments transferred to the card accounts of the organization’s employees under the guise of salaries and other supplements to official wages.
In particular, the audit confirmed unjustified additional payments for combining positions, overpayment of health improvement allowances, and exceeding advance payment limits, totaling 5 million tenge.
In certain cases, the audit revealed the absence of required documents when hiring part-time employees, lack of registration of employment contracts in the hr.enbek.kz information system, as well as cases where health improvement allowances were underpaid, amounting to a total of 1.7 million tenge.
As a result, the audited entity was instructed to eliminate the identified violations and consider disciplinary action against responsible officials.
The Department of Internal State Audit for the city of Astana will continue to utilize the potential of online budget monitoring to prevent improper payments in the city’s social sector organizations.
