In the field of public procurement, there are no minor details — every figure, every document reflects how efficiently and honestly budget funds are spent. That is why desk control remains one of the key tools for ensuring transparency and legality.
As part of the implementation of the provisions of the Law of the Republic of Kazakhstan "On State Audit and Financial Control", the Department of Internal State Audit for the Ulytau region conducts desk control without visiting facilities but using data posted on the public procurement web portal
The main purpose of this work is to prevent violations and provide customers with the opportunity to eliminate them themselves before applying sanctions
During the first nine months of 2025, the Desk Control Department reviewed 5,659 lots with a total value of 181.45 billion tenge. Inspections revealed violations in 690 lots worth 8.44 billion tenge. The Department issued notifications requiring the elimination of these violations; however, six notifications were not fulfilled within the established deadlines.
Responsible persons have been brought to administrative responsibility for late execution of notifications which once again underlines the principle of the inevitability of punishment for violating the requirements of the legislation on public procurement
The identified violations were distributed as follows
Among the most frequent violations were unlawful use of single-source procurement methods, indication of trademarks in quotation requests, lack of technical specifications in the state language, and failure to indicate standards for purchased goods.
According to the Department’s specialists, such violations are far from formalities — they carry real risks of reducing the quality of procured goods and services, and consequently, the efficiency of public spending.
“Our goal is not merely to identify errors, but to cultivate a culture of legality and transparency among customers and procurement organizers. Every procurement should be conducted openly, competently, and in strict compliance with the law,”
— emphasized representatives of the Department of internal state audit for the Ulytau region.
In order to prevent and prevent violations, the department regularly explains to customers and procurement organizers changes and additions to the legislation on public procurement
Thus desk control becomes not only a tool for detecting violations but also an effective prevention mechanism aimed at strengthening the confidence of citizens and businesses in the public procurement system
